2012-2013 Hubert H. Humphrey Fellowship Program

The U.S. Embassy in Baghdad is pleased to announce the beginning of the application period for the 2012-2013 Hubert H. Humphrey Fellowship Program.  This program is funded by the Department of State, and supports the goals of the U.S. – Iraq Strategic Framework Agreement.

This one-year Fellowship program is for mid-career professionals who have a proven track record of leadership, a public service commitment, and the capacity to take full advantage of a self-defined program of independent non-degree study at a leading U.S. university. The program will not result in a degree, but does award a certificate from the U.S. Government at the conclusion of the program.

The Hubert H. Humphrey Fellowship Program brings accomplished professionals from 120 countries around the world, including Iraq, to the United States at a midpoint in their careers for a year of graduate-level academic course work and professional development activities. Approximately 200 Fellowships are awarded annually, including up to 11 from Iraq; and eighteen major universities in the United States host Humphrey Fellows. The Humphrey Program was initiated in 1978 to honor the memory and accomplishments of the late Senator and Vice President, Hubert H. Humphrey. Fellows are selected on their potential for leadership and commitment to public service.

The program provides a basis for establishing lasting ties between citizens of the United States and their professional counterparts in other countries, fostering an exchange of knowledge and mutual understanding throughout the world. Fellowships are granted competitively to professional candidates with a commitment to public service in either the public or private sector.

To be eligible for a Humphrey Fellowship, applicants must have:

  • A university degree
  • Five years of full-time professional experience
  • Demonstrated leadership qualities and a record of public service
  • English language ability (TOEFL scores are not required with application but applicants should be prepared to take a TOEFL in September if selected)
  • Limited prior experience in the U.S.
  • Iraqi citizenship and a full-time residence in Iraq.

The Humphrey Fellowship provides: international travel, tuition and university fees, accident/sickness coverage, monthly maintenance allowance and funding for books and professional activities. For Iraqi nationals, accompanying dependents are not allowed due to visa regulations.  After the completion of the fellowship, participants must return to Iraq for a minimum of 2 years.
