The Consulate is closed on all American and Mexican holidays.

Important

  • All applicants must be present at the time of interview.
  • Documents submitted must be originals or certified copies. One photocopy is needed of each document you bring. If you don't attach photocopies a $1.00 USD fee will be charged for each document.
  • Important note: All visitors to the Consulate are subject to a similar airport-type screening. When planning your visit here, bring only what is needed for your business with us. If you have items with you that cannot be taken into the Consulate, your entry (and the entry of those in line behind you) will be delayed. Because of security measures, you may have to wait a considerable amount of time outside the Consulate.

These documents will be signed at your interview under oath in front of a Consular Officer.

Original or certified copies of birth certificate from the local civil registrar for the child. Also any baptismal certificate(s) the child may have. Prenatal documents of the mother (e.g. ultrasounds, prescriptions, evidence of doctor visits, etc.) Documents from the hospital where the child was born (e.g. identification bracelet, and hospital birth certificate -Certificado de Nacido Vivo-, hospital bill, vaccination card, etc.)

Proof of U.S. citizenship of parent or parents (e.g. Each U.S. citizen parent must present one of the following documents:

  • Most recent U. S. passport

If U.S. citizen parent has never had a U.S. passport, U.S. citizen parent must present one of the following:

  • Birth certificate (long form, original or certified copy)
  • Naturalization or Citizenship Certificate
  • Consular Report of Birth Abroad


Proof of identity: Official ID with photo attached issued in Mexico or the United States, such as: driver’s license, state or employment identification cards, previous PPT.

Parent’s original marriage certificate: If parents were not married prior to conception AND the father is a U.S. Citizen, you must bring original documents of proof of the parents’ relationship (e.g., personal letters and cards, dated photographs, telephone bills, rent receipts, etc.). Documentary evidence of termination of any previous marriages of either parent (e.g. original or certified copy of divorce decree, death certificate, etc.) for all previous spouses, if applicable.

The U.S. citizen parent must complete an affidavit stating his/her periods of physical presence (PDF 165 KB) in the United States from the date of the parent’s birth to the present. Please read this form carefully and indicate in the appropriate spaces all physical presence in the U.S. and all physical presence abroad. This includes weekend and day trips. If you need extra space, you may attach extra pages. This document will be signed at your interview under oath in front of a Consular Officer.

The U.S. citizen parent(s) must submit proof of parent’s periods of physical presence in the United States which took place prior to the birth of the child to be registered. Suggestions about evidence of physical presence.

The Immigration and Nationality Act (INA) requires that both a blood and a legal relationship exist between the child and the U.S. citizen parent. 22 CFR 51.40 provides that the burden of proof is upon the applicant to establish a claim to U.S. citizenship. When primary and secondary documentary evidence are deemed insufficient to establish such a claim, parentage blood testing is an option available to applicants. The Department of State appreciates that this situation may be troubling to parents, but under some circumstances, it appears that there is no other way to establish the child's claim to U.S. citizenship. Parents are, of course, free to submit any additional evidence they believe pertinent. Similarly, in unusual circumstances such as in vitro fertilization cases, surrogate mother cases, etc., additional evidence may be required.

Fee: $100 for the Report of Birth. (The cashier can only accept dollars, pesos, traveler checks or the following credit cards: American Express, Diner’s Club, Discover, MasterCard and Visa. Checks are not accepted)
