The Commercial Driver's License Information System (CDLIS) grant program provides financial assistance to States for costs associated with CDLIS modernization efforts. The goal of the national Commercial Driver's License (CDL) program is to reduce the number and severity of commercial motor vehicle crashes in the United States by ensuring that only qualified drivers are eligible to receive and retain a CDL. This goal focuses on maintaining the concept that for every driver, there is only one driving record and only one licensing document (commonly referred to as "One Driver — One License — One Record"). CDLIS plays a critical role in this effort by providing the information technology platform which all States and the District of Columbia use to transmit conviction, disqualification, and other driver history record information for CDL holders. This modernization effort is intended to provide the upgrades necessary to add additional security features, upgrade the communications network, integrate medical certificate information, improve self-auditing and expand CDLIS' capability to exchange information.
