and spatial data. These guidelines clarify and provide a general
understanding of the information that BOEM requires in order to
adequately address the impacts of offshore renewable energy projects

- BOEM is hosting a workshop titled: Offshore Wind Energy Development Site Assessment and Characterization: Evaluation of the Current Status and European Experience. - BOEM has updated the Guidelines for Providing Geological and Geophysical, Hazards, and Archaeological Information Pursuant to 30 CFR Part 585. The guidelines are available at: http://boem.gov/Renewable-Energy-Program/Regulatory-Information/Index.aspx. These updated guidelines replace the version published in April of 2011. The updates in the guidance include a re-organization of the document, clarification of line spacing recommendations, and elaboration of the reporting standards for archaeological surveys. The President announced on April 22, 2009 that the Interior Department completed the Final Renewable Energy Framework or rulemaking process to govern management of the Renewable Energy Program. The final rule, updated in October 2011 to reflect bureau reorganization, establishes a program to grant leases, easements, and rights-of-way for orderly, safe, and environmentally responsible renewable energy development activities, such as the siting and construction of offshore wind generating facilities on the OCS, as well as other forms of renewable energy such as wave, current, and solar.
- Coordination through task forces established with state, local and tribal governments;
- Lease and grant issuance including competitive and non-competitive leasing as well as commercial and limited leases;
- Plans and operations oversight, including site assessment, construction and operations, and general activities plans, plan approval, and environmental and safety monitoring and inspections;
- Payments to cover bonding activities; and
- Decommissioning at the end of a project's life span.
Additionally, key mandates for the Renewable Energy Program include:
- Safety;
- Protection of the environment;
- Coordination with affected State and local governments and Federal agencies;
- Fair return for use of OCS lands; and
- Equitable sharing of revenue with States.
