The Office of Acquisition, Logistics, and Construction (OALC) was established on October 27, 2008. CFM joined sister organization Office of Acquisition & Logistics (OAL) to create the OALC. Glenn D. Haggstrom, designated the Department's Chief Acquisition Officer, was appointed Executive Director of OALC.
On October 1, 2011, OALC reorganized as part of the Secretary's initiative to transform VA's acquisition and facilities management activities. The establishment of the Office of Acquisition Operations focuses on operations aspects of the acquisition process, including planning, procurement, management and close out.
OALC has also made service-delivery focused changes in OAL and CFM to more clearly define each line of business. Each change was made to ensure that OALC carries out its philosophy of becoming your "trusted business partner."
The reorganization is designed to strengthen VA's mission-critical functions and allow OALC to excel in contracting, logistics, facilities management, major construction, and leasing through the 21st century by enhancing customer service, increasing responsiveness, and modifying our organizational structure to better suit customer needs.
- The Office of Construction & Facilities Management (CFM) provides design, major construction and lease project management, design and construction standards, and historic preservation services and expertise to the Department of Veterans Affairs to deliver high quality and cost effective facilities in support of our Nation’s veterans.
- Provide business leadership, expertise, and advice in the development, acquisition, and realignment of VA real property capital assets.
- Focus CFM resources, services, and products to support VA asset management goals and objectives.
- Invest CFM resources needed to support core product lines including design and construction management, consulting, leasing, capital planning, environmental programs, and enhanced-use.
- Promote continuous improvement and effectively market CFM services to customers.
