USMC Expeditionary Energy Strategy

Announced on 21 March 2011, the USMC Expeditionary Energy Strategy spans the full spectrum of Marine operations, from Bases to Battlefield, because being truly expeditionary is based on an institutional and individual mindset—not simply the ability to deploy overseas. At our bases and stations, every Marine, sailor, civilian and our Marine Corps family has a essential role to play in sustaining and enhancing our readiness. If we are to value our resources on the battlefield, we must value them at home-the energy efficient, combat effective Corps starts in garrison. 

The Strategy, as it applies to installations, is based on the CMC’s Facilities Energy and Water Management Program Campaign Plan (“Ten by ‘10”). These goals, developed as a proactive response to federal energy and water mandates, set the Marine Corps on the path toward efficient and judicious use of resources. 
 
The Strategy expands on the Ten by ‘10, incorporates commercial vehicle energy usage, and provides additional guidance and specific actions required to implement the strategy. There are five enabling concepts underpinning our installations’ initiatives: awareness and accountability, performance measurement and improvement, energy efficiency as a component of planning, proactive employment of new technologies, and energy security and environmental stewardship.

Mission Statement
The Special Programs Section, LFF-1, performs multiple functions across the Marine Corps.  The Section is assigned responsibility for planning, developing, implementing, managing, analyzing and evaluating both ongoing and new and unique facilities and installation management programs related to a broad range of facilities operations.  Specifically, the Section develops policy and management objectives and manages programs for Marine Corps Utility Management and Utility Privatization programs, Energy Conservation programs, Solid Waste Management programs (Recycling / installation level Qualified Recycling Programs), Fire Protection Engineering and Fire Prevention and Emergency Services programs.  The Section also programs engineering support studies and provides leadership and oversight for the annual Marine Corps Facilities Management course supported by the Civil Engineer Corps Officers School (CECOS).
