The Office of Small and Disadvantaged Business Utilization (OSDBU) is pleased to issue the Department of Transportation's (DOT) Fiscal Year (FY) 2013 Procurement Forecast.  The procurement forecast is prepared annually in accordance with Public Law 100-656, Section 501 and the Transportation Acquisition Regulations (TAM) 1219.202-270 Procurement Forecast . The  forecast is one of many tools available to small businesses to assist in planning their federal government marketing efforts.

The FY13 forecast provides information on anticipated DOT procurements over the simplified acquisition threshold (See FAR 2.101) and can be searched by quarter, industry category, Operating Administration and key words. The forecast is for informational and marketing purposes only and does not constitute a specific offer or commitment by the DOT to fund in whole or in part any of the procurements referenced herein. Description
Trends in Rail Freight Commodity Mix - The market for freight rail transportation is ever evolving and new industries can become major players quickly. Two examples that could have major effects on freight rail revenues and profitability are climate change and development of new energy technologies. Climate change could alter several aspects of the freight flow of agriculture related commodities and have adverse or positive effects on revenues and profitability for different railroads. New energy markets and technology, such as shale gas and hydraulic “fracking” have emerged as major players in the future of the U.S.’s energy market. This new market has reinvigorated areas of the rail freight system that have not been this utilized or critical in the past. This study will analyze these phenomenon in particular but also analyze commodity flow and market data to discover other potential market issues affecting commodity mix and their potential effects on freight rail profitability and revenues.

Description
C3RS MCIA Tool Development - Confidential Close Calls Reporting System is a voluntary program supporting the ability of railroad employees to report safety issues without fear of reprisal. The Multiple Cause Incident Analysis tool is used by participants to analyze and document the incident causes, as well as record recommended corrected actions and the final dispostion of those recommendations. The tool needs to be further developed so that it can be expanded to make it usable beyond the C3RS project, possibly linked to RISPC, or the initial and final accident reporting forms used by inspectors.
