Technical and Strategic Focus - overview

PEPFAR/India works primarily in the areas of prevention, care, and systems strengthening, as specified by Congressional mandates. As India's HIV/AIDS epidemic is primarily concentrated in groups with high-risk behavior, USG focuses on working with high-risk populations and in districts with a high prevalence of HIV.  In the past few years, however, the rapid national scale-up of public sector HIV/AIDS services has changed needs for donor support.  USG increasingly provides technical assistance at the national and state level, rather than directly implementing prevention programs.  In USG's priority states (Tamil Nadu, Maharashtra, Karnataka, and Andhra Pradesh), the program builds State and District-level technical and management capacity through funding Technical Support Units that work with the State AIDS Control Societies and training and mentoring for District AIDS Control Units.  USG also complements national and State-level interventions through such approaches as increasing access to services, supporting public-private partnerships, and strengthening systems to build quality.
