Minister del Vecchio, Commissioner Arias, Minister-designate Tijerino, distinguished guests:

Good morning. One of the most gratifying aspects of my position is the continuing partnership shared by the American Mission and the Costa Rican Ministry of Public Security. Today we celebrate yet another milestone along our common path: we break ground at Coast Guard Station Caldera. This station, with its new command center, barracks, floating pier, and renovated maintenance facility, will offer the Coast Guard improved access to the sea for its patrol boats and a permanent presence in the principal commercial port on Costa Rica's Pacific Coast. 

The Coast Guard will now be better positioned to rescue mariners in distress, enforce fishing regulations, and safeguard Costa Rica's rich marine ecosystems for future generations. This Coast Guard Station in Caldera however, is just one example of many initiatives the US Embassy and the Ministry of Public Security have successfully partnered on to achieve greater security. Additional examples include the renewal of patrol boats the Costa Rican Coast Guard routinely uses, the donation of two fast interceptor boats, and a communications node that will enable Costa Rican maritime and land law enforcement officials to share information in real time with each other and with U.S. Joint Inter-Agency Task Force - South, which monitors movements of suspect vessels. In addition, we have worked together to professionalize the police forces, having trained 102 officials in American schools and 214 officials here in Costa Rica by bringing subject matter experts from the United States.

In closing, I want to take this opportunity to personally thank the team from the Ministry of Public Security for their outstanding contributions to citizen safety and their invaluable friendship over the last few years. I want to extend my gratitude to Minister Del Vecchio for your leadership and dedication to public service. I would also like to recognize Vice Minister Madrigal and Vice Minister Chacon and thank you both for your continued service and support. You all have set a high standard of excellence in public service for the next administration to follow. The US will continue to support the Government of Costa Rica in the effort to ensure the safety and security of all citizens. We look forward to seeking new opportunities to be of service. Thank you.
