Consul General William (Bill) E. Moeller

Bill Moeller has been U.S. Consul General in Munich since September 2012.  He served previously as Director of Central and Northern European Affairs on the National Security Staff in the Executive Office of the President from March 2011 to June 2012.  Before going to the White House, he worked on Capitol Hill as a foreign policy advisor to Senate Assistant Majority Leader Richard J. Durbin (D-IL) September 2010 to February 2011.  Bill was head of the political-military and external affairs unit at the U.S. Embassy in Berlin, Germany from 2007 to 2010. 

Prior to his arrival in Berlin, Bill spent a year in Afghanistan, first as the U.S. State Department representative at the German-led Provincial Reconstruction Team (PRT) in the northeast province of Kunduz and then as the political advisor at the PRT Office in the International Security Assistance Force (ISAF) headquarters in Kabul.  He served as a political officer at the U.S. Mission to NATO from 2002 to 2005, and was the lead action officer on Afghanistan issues from the time that NATO assumed command of ISAF in August 2003 through July 2005. 

From 1999 to 2002, Bill served at the U.S. Embassy in Reykjavik, Iceland, where he headed both the political and consular sections.  From 1996 to 1998, he was the trade and investment officer at the U.S. Embassy in Caracas, Venezuela.  He began his Foreign Service career in 1993 with a posting at the U.S. Embassy in Dublin, Ireland, where he served first as a consular officer, and later as a political officer, covering the Northern Ireland peace process.

Prior to joining the Foreign Service, Bill was the Senior European Community/European Union analyst in the Bureau of Intelligence and Research (INR) at the Department of State in Washington, D.C.  From 1990 to 1992, he was a Presidential Management Intern at the Department and had a number of rotational assignments, including as political-military officer working on NATO status-of-forces issues at the U.S. Embassy in Bonn.  From 1984 to 1988, Bill served on active duty as a military intelligence officer in the U.S. Army.  He was posted most of that time with the 1^st Battalion of the 10^th Special Forces Group in Bad Tölz, Germany.  

Bill has a bachelor’s degree in political science and newspaper journalism from Syracuse University in Syracuse, New York (1984) and a master’s of international affairs (MIA) from Columbia University in New York City (1990).  He and his wife Nancy have three children.
