Attention all Americans

On October 28, 2009, Congress enacted the Military and Overseas Voter Empowerment (MOVE) Act. This legislation amends existing law regarding overseas voting in federal elections, and should make voting easier for Americans overseas.

As a result of the MOVE Act each state is now required to send out blank ballots electronically. Even if you have already recently registered to vote, you will need to send in a new Federal Post Card Application (FPCA). In this new application you will need to include your email address (or that of a family member or friend) and indicate how you wish your ballot to be delivered. If you have already registered and sent in your FPCA in past years you will need to re-register otherwise you may not receive your absentee ballot to vote. When completing the Federal Post Card Application (FPCA) (PDF_82KB) please ensure you complete item 4c on the application. Alternatively, you can express in Item 6 how you would like to receive your ballot (email, fax or mail). By doing this, it will ensure that you will get your ballot. We encourage US citizens to visit the Federal Voting Assistance Program (FVAP) website at http://www.fvap.gov/, the official US government website for overseas voters. The website features details on registering absentee for future elections and the details of this process for each individual state as well as upcoming election and registration dates and deadlines.

Please note: If you have not received your Absentee Ballot twenty (20) days prior to the voting cutoff date please contact us at VoteSanaa@state.gov with the following information:

  • Name of voter
  • Your current mailing address
  • Your last state and county of residence in the United States

A Federal Write-In Absentee Ballot (FWAB) will then be mailed to you. The FWAB serves as an emergency ballot to ensure your vote is cast.
