Licensing of Medical, Industrial, and Academic Uses of Nuclear Materials
NRC issues specific licenses for possession and use of byproduct, source, and special nuclear material. After the initial license is granted, the license may be modified during amendment or renewal to reflect changes in circumstances affecting the operations after the license was issued. Licensees can go to the toolkit page to obtain specific information on regulatory guidance, forms, and fees by area of interest.

Cesium Chloride Draft Policy Statement and Public Meeting 2010
The NRC published a notice on June 29, 2010, in the Federal Register (75 FR 37483) issuing the NRC Draft Policy Statement on the Protection of Cesium-137 Chloride (CsCl) Sources for public comment and announcing the upcoming Public Meeting to solicit public input on major issues associated with the draft policy statement regarding the current use of certain forms of Cs-137 sources used by NRC- and Agreement State-licensees.
The NRC has confirmed that the Public Meeting will be held on November 8-9, 2010 (not on November 16-17, 2010, as tentatively scheduled in the Federal Register) at The Universities at Shady Grove Conference Center, 9630 Gudelsky Drive, Rockville, MD 20850-5822. Through this website, you can find information about nearby hotel accommodations as well as access to public transportation. Shortly, we will publish a second notice in the Federal Register to announce the meeting agenda and an Issues Paper which will list the discussion points for each session of the meeting. Nominations for participation in the roundtable discussions of the Public Meeting will be accepted until October 8, 2010. We encourage you to keep checking this web page for the most current information and links to subsequent documents as they become available.
The Public Meeting will cover the Draft Policy Statement and the following issues:

- Statement of Policy
- Security and control of radioactive sources
- Uses of CsCl sources
- Ensuring secure disposal for disused CsCl sources
- NRC’s perspective on further security enhancements
The NRC published a second notice on September 29, 2010, in the Federal Register (75 FR 60149) announcing the location and new date of the public meeting on November 8-9, 2010. In addition, an Issues Paper which lists the discussion points for each session of the public meeting is included.
The full text of the first Notice containing the text of the Draft Policy Statement, and the second Notice containing the text of the Issues Paper, are available in the traditional print of the Federal Register at the respective hyperlinks.
NRC encourages all interested parties to participate either in person and/or by submitting written comments to the NRC. Comments on the draft policy statement should be submitted by December 17, 2010. Comments received after this date will be considered if it is practical to do so, but the NRC is able to assure consideration only for comments received on or before this date.

Cesium Workshop 2008
The NRC published a notice on July 31, 2008, in the Federal Register on the upcoming Workshop on the Security and Continued Use of Cesium-137 Chloride (CsCl) Sources. The Notice (1) solicits comments from stakeholders and (2) requests participation in the Workshop scheduled for September 29-30, 2008, at the Bethesda north Marriott Hotel (near the NRC). The Notice also contains an Issues Paper which delineates the topics of discussion grouped into five major areas: alternative CsCl sources, alternative technologies, phase-out of CsCl, additional enhanced security, and potential future requirements.
NRC encourages all interested parties to participate either in person or by writing to the NRC. We are also asking for interest to serve as panel member to lead the round-table discussions.

Process for New Licenses
A company that wishes to obtain a license to use nuclear materials must submit an application to NRC. This application must demonstrate how the use of these materials will meet the safety requirements in NRC regulations found in 10 CFR Parts 19-21 and 30-39. Applicants must provide information on the type, form, and intended quantity of available facilities, qualifications of users, and radiation protection programs.
NRC reviews the application according to procedures and criteria documented in our Standard Review Plans for these license applications. If NRC approves the application, a license is issued. The license may contain certain conditions imposed by the NRC and agreed to by the licensee.
Applications for possession and use are submitted to NRC's regional offices while applications for distribution of consumer products are submitted to NRC Headquarters. Each region is responsible for applications within its jurisdiction: Region I for the northeast, Region II for the southeast, Region III for the midwest, and Region IV for the west and southwest.
License Amendment Process
Over time circumstances or regulations may require change in the materials operation, and a licensee may request that the NRC approve a change to its license. Amendments may include changes in users, changes in materials use, or transfer of licenses.
License Renewal Process
When the original license for materials use is nearing its expiration date, licensees may apply to renew their license. The new license and renewal license period varies depending upon the type of license and is explained in the licensee Toolkit for each type of materials use listed under What We Regulate on this page.
General Licenses
NRC issues licenses for ownership of byproduct material and for possession and use of byproduct material contained in certain items. They are effective without the filing of applications on the issuance of licensing documents to particular persons.
License Fees
The fees charged by the NRC to applicants for an NRC license and to holders of NRC licenses and the associated requirements are found in 10 CFR Part 170 and 10 CFR Part 171 . See in particular 10 CFR 170.20 and 170.31 , and 10 CFR 171.16 and 171.17(b) for sections directly applicable to fees for medical, industrial, and academic use licenses.
