Born 4 March 1916, Little Rock, AR. BA, U of Denver, 1953. Army Command and Staff School, 1945; Air Force Command and Staff School, 1952. Flying Cadet, 1938-1939; commissioned Second Lieutenant, Air Reserve, November 1939. Career assignments include: various duties as company and field grade officer, 1939-1957; Commander, 3520th Air Base Group, 1957-1958; Deputy Commander for Maintenance, 70th Reconnaissance Wing, 1958-1962; Deputy Commander for Maintenance, 311th Fighter Wing, 1962-1963; Deputy Commander for Services, 7030th Combat Support Group, 1963-1965; Deputy Base Commander, 840th Combat Support Group, 1965-1966. Retired My 1966.

Personal and official papers relating to Foster's Air Force career. Includes numerous personal letters written by Foster to his mother while he was a Flying Cadet at Randolph and Kelly Fields (19 September 1938 - 9 September 1939). Also includes a comprehensive collection of Foster's Pilot Individual Flight records (1939-1945, 1951-1963). Contains a photograph of Foster (1944) and the citation to his Distinguished Flying Cross (1943).
