(OSDBU)

Carla Howard is the Manager for the Resource Assistance Division of the U.S. Department of Transportation Office of Small and Disadvantaged Business Utilization (OSDBU). In this capacity, Carla is responsible for managing the 11 Small Business Transportation Resource Centers (SBTRCs) across the country and the White House Initiative aimed to involve Women and Girls in Transportation.

Before joining DOT, Carla was the Disadvantaged Business Enterprise Outreach Manager for Skanska U.S.A. Civil Southeast, covering the project territory from Delaware to Florida. Prior to Skanska, Carla was the Small Business Development Manager for the City of Norfolk, Department of Economic Development where she was responsible for citywide small business training as well as business financial incentives. Carla also has prior federal experience, serving as a Contract Specialist for the Department of Defense and Lean Six Sigma Black Belt Project Manager.

Ms. Howard has a Master’s in Public Administration (MPA) from Old Dominion University and a Bachelor of Arts Degree in Political Science from Virginia State University.
