State Technical Committee (STC)

The North Carolina State Technical Committee (STC) is an advisory group
coordinated by the NC State Conservationist to help organize and deliver Farm
Bill related program benefits. General meetings of the STC are scheduled four
times each year or announced for special program activities.
Subcommittees of the STC are organized to address current issues and details of
various Farm Bill programs. Occasionally, ad hoc subcommittees may also be
created to address special programs or as determined by the NC State
Conservationist. Subcommittee meetings are scheduled to coincide with
requirements for implementation of specific programs. The organization of the
STC also includes a link to Local Work Groups. Through a locally led process,
Local Work Groups also serve an advisory role and may participate in STC
meetings.
Per section 1446 of the 1990 Farm Bill, the North Carolina USDA established a
technical committee to provide advice for technical considerations and technical
guidelines necessary to implement conservation provisions of USDA legislation.
The committee also helps assure that Civil Rights requirements in Program
Delivery are met.
Technical Committees are composed of individuals and groups who represent a
diverse group with interests in a variety of natural resource sciences and
occupations, including the following:
- Soil
- Water
- Air
- Plants
- Wetlands
- Wildlife
- Agricultural Community
- Environmental Community
