Expect to get an acknowledgment receipt within 3-4 business days of your submission. The average completion time for actions is 10 days. Actions requiring signatures at the BDE level or higher may take up to 14 days to complete.

Leaves and Passes

Overseas Leave

Overseas leave requests require up to 30-45 days to process. You can view the list of requirements and sample documents on the Overseas Leave Checklist located in the "Downloads" section of this page. Also check the Pentagon Foreign Travel Guide at for specific requirments for your desired country of travel prior to submitting your Overseas Leave Request.

Ordinary Leave

Ordinary leave requests must be submitted at least 10 days out from the scheduled leave date. Any leave request in excess of 30 days must be turned in 30 days prior to the start date."

Emergency Leave

All Emergency leave requests are priority requests. They will be processed within 24 hours of receipt.

Emergency leave requests for students located CONUS do not require a Red Cross Message for processing. We do not fund emergency leave travel for students located CONUS.

OCONUS emergency leave requests do require a Red Cross Message, particularly in the event of funded travel requests. Criterion for funded emergency leave can be found in AR 600-8-10. Contact the USASD immediately to obtain a fund cite for qualified funded emergency travel.

For emergencies that occur during duty hours, contact the Commander, 1SG, or Office Manager via phone or email. For emergencies that occur after duty hours, contact staff duty at 803-751-5139.

To book flights and travel for funded emergency leave contact your local SATO Office.

Permissive TDY

Students requesting permissive TDY for the purposes of Study Abroad, conferences, thesis work, or other academic studies must receive written permission from either the Training with Industry/Non-MEL Fellows Chief or Advance Civil Education Program Branch Chief prior to submitting your DA 31 to the student detachment.

PCS Leave Requests

Paternity Leave

Paternity Leave is non-chargeable leave. It can be taken within 45 days of the birth of your child. Paternity leave cannot exceed 10 days in duration, but can be taken in conjunction with ordinary leave. You can find an example of a paternity leave request in the downloads section of this page.

Academic Evaluation Reports (DA 1059-1)

Upon completion of your program, you will receive an academic evaluation report. These reports should be completed by your academic advisor, Army Service School liaison, or your Professor of Military Science.

Full instructions on how to complete the AER can be found in DA Pam 623-3.

Advance Civil Education, Degree Completion, FLEP, SON, TWI

You will submit your AER along with your official transcripts to HRC directly. A copy of your AER does not have to be forwarded to the USASD. Send your AER or any questions pertaining to your AER to hrc.opmd.armyacs@conus.army.mil . Ensure that your Full Name, Social Security Number, Branch, and Specialty Codes appear on all documents submitted to HRC.

Degree Completion will submit to the following POC:

Submit a DA Form 1059-1 (Civilian Institution Academic Evaluation Report) to Joel.Strout@us.army.mil within 60 days from completion of studies. If the instructions are not followed, you risk redoing it.

Green to Gold

All Green to Gold AERs will be processed by your local ROTC administrative office upon your commissioning.

Promotions and Promotion Waivers

The COL Promotion board date changed. The board was 6-21 AUG 2012. It is now 5-20 JUN 2012. The deadline for updating files is quickly approaching.

Promotion Waivers

Degree completion officers are eligable for promotion waivers if they are not scheduled to complete their degrees prior to their expected promotion date. To ensure that you are promoted with your year group, submit your waiver prior to the commencement of your promotion board.

The Promotion Waiver template is located in the "Downloads" section of this website.

The deadline to the USASD for promotion waiver requests for the FY12 CPT promotion board is 15 August 2011. Waivers submitted after the cut off may not make it into your board file for consideration.

Enlisted Promotion Points

USASD will help you submit supporting documentation for promotion points. To ensure that your points are valid for the month you wish to be considered for promotion, your supporting documents must be submitted prior to the 8th of each month. Any points submitted after "cut off" will be valid for the following month.

Permissive TDY for School

If your studies require you to go Permissive TDY (PTDY) you will need forward the below information to Mr. Strout for HRC approval. Ensure to include us on the email and attach a DA31 to be approved by the CoC.
