PUBLIC SERVICES

The American Citizens Services (ACS) Section offers different types of Public Services:

  • Report of Birth Abroad
    When a child is born to at least one U.S. citizen parent outside of the United States, U.S. law may confer citizenship on the child, depending on various factors. The documentation of this process is called Report of Birth Abroad.
  •  Report of Death Abroad
    The Consular Report of Death of a U.S. citizen Abroad is a report that provides the essential facts concerning the death of a U.S. citizen, disposition of remains, and custody of the personal efects of a deceased citizen. 
  • Notary Services and Apostilles
    Notary services are available to all U.S. citizens and to foreign nationals for documents destined to be used in the United States. Notary Services are executed by consular officers and may include documents to be signed before them, statements made under oath, powers of attorney, certified translations, affidavits and acknowledgements. However, neither the U.S. Embassy in Quito nor the U.S. Consulate in Guayaquil has the authority to certify or apostille U.S.-issued documents.
  • Taxes
    U.S. citizens must report their worldwide income on their federal income tax returns. Living or earning income outside the United States does not relieve a U.S. citizens of the responsability for filing tax returns.
  • Selective Service Registration

    The Selective Service System is the means by which the United States maintains information on those potentially subject to military conscription.
