All promotions are processed under the requirements of the merit promotion plan, or through authorized exceptions to the plan, such as career referral.
The MPP normally covers topics such as the area of consideration, posting of vacancy announcements, documents used in the application and referral process, the use of screening panels and interviews in the process, grievance procedures, and similar topics. When applicable, the MPP is one of the programs subject to collective bargaining.
The MPP establishes merit promotion procedures.
