NOAA's Role in the E-Gov Geospatial One-Stop Initiative

The E-Gov Geospatial One-Stop initiative is one of 24 major e-government initiatives under the White House "Expanding Electronic Government" reform program. The goals of Geospatial One-Stop are to provide fast, reliable access to geospatial information needed for government services, facilitate government to government activities such as homeland security, align data responsibilities and resources, and establish the process for multi-sector participation in developing and implementing data and service standards. Geospatial One-Stop will accelerate the completion of essential elements of the National Spatial Data Infrastructure over the next 24 months and unify government geospatial initiatives. Critical government-wide tasks include:

· Establishing data content standards for NSDI Framework themes
· Establishing an operational metadata inventory of government-wide NSDI data
· Creating a data acquisition marketplace by publishing metadata for planned data collection
· Launching and maintaining the Geospatial One-Stop Web Portal

The Geospatial One-Stop Web Portal provides an around-the-clock "one-stop" access point to dependable standards-based geographic data and web services distributed throughout many government organizations. The Geospatial One-Stop Project is being guided by a Board of Directors composed of Federal agencies and representatives of State, local and tribal governments. This initiative complements the newly revised OMB Circular A-16 in promoting better coordination among federal agencies.

NOAA is working as a federal partner to build the coastal and marine components of the Geospatial One-Stop Initiative. NOAA’s goal for standardization and dissemination of geodetic, hydrographic, shoreline, and other data is a prime beneficiary of this effort. This presentation will describe NOAA's role in the Geospatial One-Stop Initiative.

 


Biography

Ms. Miglarese, as Chief of Coastal Information Services (CIS) Branch, is responsible for the management of three national spatial information- and technology-based programs that require a staff of 80 information system professionals and a nine million dollar annual budget. Programs within the scope of CIS utilize geographic information systems (GIS), airborne and satellite remote sensing, multimedia and data indexing, and search technologies. The mission of the Coastal Services Center is that each program within the branch is designed to work directly with coastal resource managers to provide data, information, and technology tools to support them in daily resource management and allocation decisions.

She is a past chairwoman of the South Carolina State Mapping Advisory Committee, past board member of the Urban and Regional Information Systems Association, and a member of the editorial board of Spatial Solutions magazine. In addition, Miglarese is the chairwoman of the Marine and Coastal Spatial Data Subcommittee of the Federal Geographic Data Committee, and she represents the United States Department of Commerce on the Civilian Application Committee.

The Environmental Systems Research Institute presented Miglarese with the Significant Achievement Award in 1999, for her contributions to the field of geographic information systems technology; in 2000, the Governor’s Office of the State of South Carolina presented her with the Woman of Achievement Award.

Miglarese earned her bachelors and masters degrees in geography from the University of South Carolina, and she is a graduate of the Executive Institute and Leadership South Carolina.
