Getting Started With Universal Licensing System (ULS)

FILE - Use ULS Online Filing


Once you have registered in CORES, use ULS Online Filing to begin your electronic filing process.

  • Getting Connected
    To use ULS for online filing, you must connect via the Web or through the FCC network. You can find more information on how to access ULS in Getting Connected.
  • Geographic Coordinates
    Be aware that geographic coordinates provided to the Commission via ULS must be referenced to the North American Datum of 1983 (NAD83). ULS provides access to resources that will help you convert coordinates from NAD27 to NAD83.
  • Fees
    ULS automatically calculates any fees owed at the completion of the filing process when the application is submitted to the Commission. If you'd like to estimate your fees prior to filing, please refer to the appropriate FCC Fee Filing Guide.
  • Printing Your License
    Printed licenses are mailed when there is:
    • a grant of application for new license,
    • an administrative update or modification to an existing license, or
    • a request for duplicate or an assignment of a license

Filing Ownership Information

Any filer subject to the ownership reporting requirements of 47 CFR 1.2112(a) must file a Form 602, or file an updated Form 602 if the ownership information on a previously filed Form 602 is not current, at the time it submits:

  1. An initial application for authorization (FCC Form 601)
  2. An application for license renewal (FCC Form 601)
  3. An application for assignment of authorization or transfer of control (FCC Form 603)
  4. A notification of consummation of a pro forma assignment of authorization or transfer of control (FCC Form 603) under the Commission's forbearance procedures

To file Ownership Information electronically, the filer must select the ULS Online Filing button (located on the ULS Home page) and login with its FCC Registration Number (FRN) and password. In addition, an FRN, but not a password, is required for each FCC regulated business and each disclosable interest holder listed in an ownership filing. Electronic Batch Filing

For ULS users who submit a large volume of applications for wireless licenses, ULS has incorporated functionality to transmit multiple applications simultaneously via electronic batch filing (EBF). ULS EBF is a process whereby an organization extracts data out of its database and formats batch applications that can be processed by ULS. For more information, see Electronic Batch Filing.
