Purpose: This course is intended to provide training to State Highway Safety Office program personnel and NHTSA Regional Program Managers to enable them to better facilitate and support a comprehensive speed program in their State or region. Coordination of speed safety programs encompasses a comprehensive approach to reducing speed-related crashes, injuries, and fatalities.
Course Description: The Speed Program Management (SPM) course is sponsored by the National Highway Traffic Safety Administration and hosted by the National Traffic Safety Division of the Transportation Safety Institute. Identification and comprehensive understanding of all major component areas associated with speed management, as presented in Guideline No. 19, including: problem identification, engineering, current strategic approaches to communication, enforcement approaches, the impact of legislation and public policy, significance of data and evaluation in speed program management, and the funding process and potential funding resources. While the course can accommodate a maximum of 20 participants, a class of 15 to 20 participants provides the most effective learning environment. Participants must attend all sessions of the course to receive a U.S. Department of Transportation certificate of completion.
