Chargé d’Affaires Troy Fitrell

Troy Fitrell is the Chargé d’Affaires of the Embassy of the United States in Port Louis, with concurrent responsibilities for the Seychelles.  He has an appointment for three years.  He recently served in Washington, DC as Deputy Director for International Security Operations, which is the primary point of contact between the Departments of State and Defense.  Mr. Fitrell previously served overseas as the Political Chief in Lisbon, Portugal, the Labor Attaché in Guatemala City, Guatemala, the Economic and Commercial Chief in Lusaka, Zambia, the Political-Military Officer in Accra, Ghana, and as a Political and Consular Officer in Copenhagen, Denmark.  He earned a baccalaureate degree from the University of Maryland in the United States and a master’s degree from Stockholm University in Sweden.

Mr. Fitrell has recently been working on an ad hoc basis on a number of Department of State and Interagency projects.  He was the content lead for the establishment of HumanRights.gov, an encompassing site for all USG activities in human rights, and served on the Innovation Task Force for the Quadrennial Diplomacy and Development Review.  He was also the Political-Military Affairs Bureau’s representative on the Haiti Protection Working Group following the devastating earthquake there.

Although he calls the Washington, DC area home, Mr. Fitrell lived in four states and two foreign countries before joining the State Department.  He is married to Kathryn Fitrell, herself a Foreign Service Officer, and they have two children.
