Renewing a 10-year U.S. Passport

Passport applicants are strongly encouraged to make an appointment with the Consular Section. This page provides information only for American citizens renewing a 10-year passport (not including replacement of lost/stolen/damaged passports).

The applicant should complete Form DS-82, which can be downloaded, or which can be completed on-site at the U.S. Embassy’s Consular Section. (Please note that the application is not processed by mail for applicants in Estonia, despite the title on the form.) The fee is $110 and will be payable at the time you visit the Consular Section, which can be paid in cash U.S. dollars, the cash equivalent in Euro, or with certain credit cards. The applicant should be prepared to present the following items:

1. Completed Form DS-82.
2. One passport photo (no more than 6 months old), 2 inches (5 cm) square with a white background.
3. Most recent U.S. passport
4. If the applicant’s appearance has changed since the last passport was issued, some other form of photo ID, such as a driver’s license or Estonian passport.
5. If the applicant’s surname has changed due to marriage, divorce or legal name change, an original copy of the marriage certificate, divorce decree or court order providing for the change in name.

Once the application is complete and approved by the Consul, the passport will be ready for pick-up in approximately 7 – 10 days.

Renewing a 5-year U.S. Passport (child)

Passport applicants are strongly encouraged to make an appointment with the Consular Section. This page provides information only for American citizens renewing a 5-year passport.

The applicant should complete Form DS-11, which can be downloaded, or which can be completed on-site at the U.S. Embassy’s Consular Section. The fee for applicants under 16 is $105 for a 5-year passport. The fee for those 16 and over getting their first 10-year adult passport is $135. These fees will be payable at the time you visit the Consular Section, which can be paid in cash U.S. dollars, the cash equivalent in Euro, or with certain credit cards.

The applicant should present the following items:

1. Completed Form DS-11. Please do not sign this form until instructed to do so by the Consul.
2. One passport photo (no more than 6 months old), 2 inches (5 cm) square with a white background.
3. Most recent U.S. passport.
4. If the applicant’s appearance has changed since the last passport was issued, some other form of photo ID, such as a recently-issued school ID or Estonian passport. If no such photo ID is available, please bring a series of family photographs (e.g., for a 6-year old applicant who last passport was issued at age 1, please bring a series of family photos taken at ages 1, 2, 3, 4 and 5).

If the applicant is under age 16, the following items must also be presented in addition to those listed above:

1. Copy of the child’s birth certificate listing the names of the parents.
2. Photo ID (e.g., passport, driver’s license, Estonian ID card) for both parents.
3. If one parent cannot be present, signed & notarized Form DS-3053 accompanied by photocopy of absent parent’s photo ID with signature. If one parent has sole legal custody, or the absent parent is not available due to death, disappearance, etc., please contact the Consular Section to address the matter with the Consul.

Applicants under age 16 receive a 5-year passport. Applicants age 16 or older receive a 10-year passport. Once the application is complete and approved by the Consul, the passport will be ready for pick-up in approximately 7 – 10 days.

Replacing a Lost/Stolen/Damaged U.S. Passport

If your passport was lost or stolen, you are advised to file a police report. A fee of $135 (or $105 in the case of an applicant under age 16) will be payable at the time you visit the Consular Section, which can be paid in cash U.S. dollars, the cash equivalent in Euro, or with certain credit cards. No appointment is necessary for applicants needing to travel immediately. Other applicants are strongly encouraged to make an appointment with the Consular Section.

The applicant should present the following items:

• Completed Form DS-11. Please do not sign the document until instructed to do so by the Consul.
• Completed Form DS-64 providing circumstances of the loss/theft/damage.
• One passport photo (no more than 6 months old), 2 inches (5 cm) square with a white background.
• If replacing a damaged passport, please present the passport.
• If any other photo ID is available (e.g., driver’s license, school ID), please present it as well.

If the applicant is under age 16, both parents will be required to sign and prove parentage and identity, following the same rules that apply for renewing a child’s passport.

Once the application is complete and approved by the Consul, the passport will be ready for pick-up in approximately 7 – 10 days. In emergency circumstances where immediate travel is necessary (as determined by the Consul), a limited validity passport can be prepared immediately.

Replacing a Limited Validity (1-year) Passport

Passport applicants are strongly encouraged to make an appointment with the Consular Section. This page provides information only for American citizens renewing a limited validity (1-year or less) passport.

If you are carrying a limited validity passport, the passport cannot be extended. Rather, you must apply for a replacement passport. If you apply for the replacement before the limited validity passport expires, the replacement passport is provided free of charge. You must present the following items:

1. Completed Form DS-5504
2. One passport photo (no more than 6 months old), 2 inches (5 cm) square with a white background.
3. Your limited validity U.S. passport
4. If your appearance has changed since the last passport was issued, some other form of photo ID, such as a driver’s license or Estonian passport.

Once the application is complete and approved by the Consul, the passport will be ready for pick-up in approximately 7 – 10 days.

Other Changes to Your Passport

Form DS-5504 can also be used to issue a new passport free of charge in order to correct an error in your passport (such as a spelling error), or to change your name due to marriage or legal name change, but ONLY if the passport to be changed was issued less than one year ago. After one year, you must renew your passport in order to make such changes (subject to the applicable charge for passport renewals). You must provide proof to substantiate the change (e.g., for a name change, your marriage certificate, divorce decree or court order providing for change of name).
