El Paso, TX – The United States Marshals
Service arrested Victor De La Torre-Rodriguez, 49 years of age, of El Paso,
Texas early this morning. The arrest was made without incident in the 5600
block of Rosa. De La Torre was arrested on a provisional arrest warrant from
Mexico for the charge of homicide.
Since 2011 the El Paso Division of the Western District of Texas has been
working with the Procuraduria General de la Republica de Mexico on the De La
Torre case. This joint investigation resulted in the issuance of a
provisional arrest warrant yesterday. This morning members of the USMS made
contact with De La Torre and took him into custody. De La Torre has been
living in the United States as a legal permanent resident. The underlying
charge for the provisional arrest warrant is homicide. The Mexican
government alleges that De La Torre shot and killed an individual in Juarez,
Chihuahua, Mexico on August 26, 2006. De La Torre will remain in federal
custody until the federal courts decide whether he should be returned to
Mexico. This process generally takes 6 to 12 months.
Robert Almonte, the United States Marshal for the Western District of Texas,
said “many people don’t realize that fugitives wanted in Mexico often
attempt to avoid the Mexican judicial system by hiding in the United States.
I want those individuals to know that the United States will not be a safe
haven for them.”
