26 Oct Service Move

NWSChat was moved between data centers around 5 PM EDT on 26 October. This move required a 20 minute outage as data was properly synced between centers. This move was necessary to move the NWSChat service to a data center in Kansas City, rather than one in the path of Hurricane Sandy.
