One of FCA’s most important functions is to issue regulations and other guidance that govern how Farm Credit System institutions conduct their business. FCA develops policies and regulations that
- implement the law;
- promote the safety and soundness of FCS institutions; and
- enable the FCS to meet its statutory mandate to lend to farmers, ranchers, their cooperatives, and other eligible borrowers in rural America.
