Former Engineer Pleads Guilty to Obstructing Criminal Investigation

Summary
Louis J. Longo, former Resident Engineer of the Massachusetts Highway Department pleaded guilty in U.S. District Court in Boston to obstructing a 1998 criminal investigation. As the state official responsible for approving asphalt deliveries to construction sites, Longo hindered a joint OIG-FBI investigation of Brox Industries, Inc., an asphalt paving company suspected of falsely billing the government for “phantom” loads of asphalt. Brox agreed in March to pay a $200,000 fine.
