Whistleblowers Could Help Stop Another Madoff

Last March, the watchdog of the Securities and Exchange Commission issued a stinging rebuke of an agency program created more than 20 years ago to help target insider trading and securities fraud. The SEC program was designed to reward individuals who stepped forward, sometimes at great risk to their own careers, and shared valuable information.
