Ms. Smith was appointed as Director of the Cincinnati VA Medical Center on October 30, 2005.  Immediately prior to coming to Cincinnati, Ms. Smith worked as the Associate Director of the Cleveland VA Medical Center for three years.  One year of that assignment was spent on detail to the Dayton VA Medical Center as Acting Director from July 2004 to July 2005.  Ms. Smith’s previous assignments included working in VA Central Office, Washington, DC, as the National Director of Administrative Operations for the Employee Education System.  Other VA leadership positions included assignments as Associate Director and Acting Director at the Beckley VA Medical Center, Associate Director at the Columbus VA Outpatient Clinic and Chief Information Officer for the Veterans Integrated Service Networks (VISN’s) in Durham, NC and Cincinnati, OH.   Ms. Smith received her master’s degree in Healthcare Public Administration from Cleveland State University and her undergraduate degree from Concordia Teachers College in River Forest, IL.

Ms. Smith began her VA career at Cleveland in 1980 as a personnel management trainee, progressing to the position of supervisor of the Labor and Employee Relations Section.  She was selected as Staff Assistant to the Director at Cleveland in 1987 and held that position until 1993, when she entered the Associate Director training program.

Ms. Smith is a Fellow (FACHE) of the American College of Healthcare Executives and recipient of a statewide award from the Disabled American Veterans (DAV) service organization.  Ms. Smith completed VA’s SES Candidate Development Program in August 2004.   She is an at-large Board Member of the Greater Cincinnati Health Council and a Delegate to the American Hospital Association.


David Ninneman, Associate DirectorDAVID NINNEMAN
Associate Medical Center Director

Mr. Ninneman was appointed as Associate Director at the Cincinnati VA Medical Center on January 21, 2007.  Immediately prior to being appointed to this position, Mr. Ninneman was the Chief, Engineering Service at the Cincinnati facility.  He received a Master’s in Business Administration degree from Xavier University in 1988 and a Bachelor’s of Architecture degree from the University of Cincinnati in 1979.  Mr. Ninneman is a Registered Architect in the State of Ohio.

He is a member of the American Society of Healthcare Engineers and served as the local chapter’s President in 1992.

He and his wife Karen have two daughters.


Robert B. Falcone, Chief of StaffROBERT B. FALCONE, MD
Chief of Staff

Robert E. Falcone, MD, previously served as the Chief of Staff for the Columbus VA Ambulatory Care facility. In the private sector he most recently served as President and COO of Grant Medical Center, an urban teaching hospital and trauma center in Columbus Ohio. During his 20 years of service with Grant Medical Center he developed a regionally recognized trauma and helicopter transport program.

A graduate of Kent State University, Dr. Falcone received his medical degree from The Ohio State University College of Medicine. He is a diplomat of the American Board of Surgery and a clinical professor of surgery at The Ohio State University College of Medicine. Falcone is a Fellow of the American College of Surgeons, the Society of Critical Care Medicine and the American Association of Surgery for Trauma. In addition, he is past president of the Central Ohio Trauma Systems Foundation Board of Trustees.



Katheryn Cook, RN, Associate Director for Patient Care ServicesKATHERYN COOK, RN
Associate Director for Patient Care Services

Katheryn Cook, RN was appointed as Associate Director of Patient Care Services on August 14, 2011. Prior to this position, Ms Cook was Chief Nurse of Medical/Surgical Services at the Cincinnati VA Medical Center. She received a Master’s Degree in Nursing Administration from Bellarmine University and a Bachelor of Science from Northern Kentucky University.

Ms Cook has an extensive background in nursing administration. She serves on the Board of Directors for Gateway Community and Technical College and is a member of the Greater Cincinnati Health Council Patient Centered Care Committee.

She and her husband have five children and six grandchildren.
