BUSINESS VISITOR BADGES:

Visitors conducting business in administrative and industrial areas of Rock Island Arsenal are to obtain and visibly display a visitor's badge. The term visitor applies to anyone who is not a current employee or contractor on the installation. Common Access Cards (CACs) may be utilized to access the installation; however, the CAC is not appropriate identification within administrative and industrial areas.

During normal duty hours, business visitors will enter the installation via the Moline Entrance and follow the signs to Building 23. To expedite the issuance of the badge, visitors should request pre-registration from their installation point of contact prior to arrival at Rock Island Arsenal. Business visitors not pre-registered will need to wait while security personnel attempt to obtain authorization from the point of contact to accept the visit and issue the badge.

FOREIGN BUSINESS VISITOR BADGES:

The term FOREIGN business visitor applies to anyone who is not a US citizen, or is a US citizen but is representing a company that is foreign owned. Foreign business visitors MUST be pre-registered by their government point of contact a minimum of two weeks in advance of the proposed visit. The government point of contact will notify the foreign business visitor if the visit is approved. If approved, the foreign business visitor will follow the procedures established for business visitors; however, non-US citizens will be required to present a current passport or Resident Alien card. The purpose of the visit will determine the escort requirements.

CONTRACTOR BADGES:

Contractor personnel working under a US Army Garrison-Rock Island Arsenal or other resident agency contract will obtain a badge prior to or on the beginning date of the contract. The type of badge issued (TEMPORARY or PERMANENT) will depend on the duration of the contract.

TEMPORARY CONTRACTOR BADGES are issued for short-term contracts. Prior to the badge being issued, authorization for the badge will need to be provided by the Contracting Officer or Contracting Officer Representative by pre-registering the contractor, or verbally when called by a Visitor Control representative. Temporary contractor badges are issued at Building 23, adjacent to the Moline Entrance. PERMANENT (PICTURE) CONTRACTOR BADGES are issued for long-term contracts. The contractor will meet their Contracting Officer (KO) or Contracting Officer Representative (COR) at the Security Desk located in Building 102, second floor, northwest corner, at which time the KO or COR will provide a copy of the section of the contract with the name of the KO or COR designation, the contract number and expiration date. Permanent badges are issued for the duration of the contract, or three years, whichever comes first. DOD MILITARY IDENTIFICATION CARDS:

Services include the initial issue, replacement and updates. To verify information or documentation required, or for an appointment call (309) 782-0596 or DSN 793-0596; or email ROCK-IMWE-RIA-PLS@conus.army.mil. Appointments are not required; however, personnel with appointments do receive preference over persons without appointments.

Hours: 6:30 a.m. to 3:30 p.m. Location: Building 23, prior to the Moline Gate (collocated with the installation Visitor Control).

DOD DECALS:

LOCATION AND HOURS OF ISSUANCE: Building 23 (adjacent to the Moline Entrance) from 7:00 a.m. - 4:15 p.m., Monday through Friday; AND building 102 (second floor, northwest corner) from 6:00 a.m. - 3:30 p.m., Monday through Friday.

ELIGIBILITY: DoD decals are issued to active duty and retired members of the US Armed Forces, installation DoD civilian employees, prime contractor employees and others as directed by the Garrison Manager who are employed full-time on Arsenal Island (4-5 days a week) and/or reside in the local community (within 100 miles).

REGISTRATION REQUIREMENTS include possession of a valid state driver's license, proof of valid insurance, supported by a current Rock Island Arsenal badge or DoD Military ID card, and possession of a current, original certificate of state registration, as required by the state in which the vehicle is registered. Anyone registering a vehicle not registered in their name will be required to present a notarized statement or power of attorney from the registered owner stating that they authorize that individual to register their vehicle and show an expiration date when the vehicle is no longer requested to be registered.

PLACEMENT: The DoD decal will be placed at the top, front and center on the outside of the windshield. The ROCK ISLAND ARSENAL installation tab will be abutted below the DoD decal, and the EXPIRATION TAB will be abutted to the right of the DoD decal and installation tab.

ADDITIONAL INFORMATION: Anyone registering a motor vehicle must comply with the automobile insurance laws of the state in which the vehicle is registered. Registration also implies knowledge of the requirement to remove and return the decal when registration is terminated, the owner sells or otherwise disposes of the vehicle, the individual transfers to another duty station, employment is terminated, the windshield is replaced, or suspension or revocation of driving privileges has occurred.

RETIRED CIVILLIAN IDENTIFICATION CARDS:

TO OBTAIN OR REPLACE A RETIREE ID CARD, the retiree will need to show a valid photo ID (example, a state issued driver's license) and their SF-50, Notification of Personnel Action, depicting retirement from a DoD agency located on Rock Island Arsenal. Retiree cards are issued in building 102 (second floor, northwest corner) from 6:00 a.m. - 3:30 p.m., Monday through Friday. The cardholder is authorized the utilization and access to all MWR facilities and programs to include the Fitness Center, Outdoor Recreation Equipment Center, ITR Office (Information, Ticketing and Registration), Auto Skills Center, Arsenal Club and all special programs and functions associated with MWR. This card will allow the holder access to Rock Island Arsenal during Force Protection Conditions (FPCON) Alpha and Bravo only. This card will NOT grant the holder access to any administrative or industrial buildings where badges are required.

PHOTOGRAPHING ON ROCK ISLAND ARSENAL:

PHOTOGRAHIC-CAPABLE DEVICES when used as a photographic device include digital cameras, photographic capable cell phones, and personal data assistants (PDSs).

PHOTOGRAPHING WITHOUT A CAMERA PERMIT is limited to common use areas of Rock Island Arsenal such as the National and Confederate cemeteries, Rock Island Arsenal Museum, Memorial Field, Mississippi River Visitor Center, Davenport House, and other marked historical sites.

CAMERA PERMITS. Authorization to utilize photographic-capable devices during duty hours (6:00 a.m. - 3:30 p.m., Monday - Friday) will be provided by the Security and Intelligence Division located in building 102, second floor; and after duty hours by the Law Enforcement Division, building 225, at the corner of Rodman and Gillespie Avenues. The requester will need to present the device for an inspection and declare the area they wish to photograph. Once approved, a Camera Pass will be issued.

Individuals found improperly utilizing equipment with photographic capabilities or utilizing such equipment as a photographic device without obtaining a Camera Pass to do so may have the film and/or equipment confiscated until it can be proved to have no unauthorized images on it.

Exceptions include the press when escorted by the Public Affairs Office; pre-arranged tours authorized by the Garrison Manager; inside family quarters; and advertised retirement parties, and other publicized special events.
