Ding-dong don’t—a reminder on base solicitation

2/5/2013 - PETERSON AIR FORCE BASE, Colo. -- Base housing seems like the ideal area for parents to take kids to sell any number of fundraising items. The neighborhood is a safe, controlled environment.
Parents should take note, however, that soliciting, no matter the organization, is not allowed in base housing.
According to Joey Sanchez, 21st Civil Engineer Squadron Capital Asset Management chief, one of the many perks of living in base housing is the prohibition of solicitation. When residents sign their lease, they also agree they will not take part in any door-to-door soliciting.
"There's always some kind of school fundraiser going on. We are proud supporters of those organizations but we just can't allow the door-to-door sales," Sanchez said.
But what about those who live off-base?
While these families don't fall under the lease agreement with Tierra Vista Communities, they do need to pay attention to a couple Air Force and Department of Defense Instructions that apply when on base.
Capt. Nate Himert, 21st Space Wing assistant staff judge advocate, cites AFI 32-223, Private Organizations Program; AFI 36-3101, Fundraising Within the Air Force; and DODI 1344.07, Personal Commercial Solicitation on DoD Installations.
Even though most on and off-base youth organizations would not be classified as commercial, Himert said, "the fundraising rules found within AFIs 32-223 and 36-3101 would still prohibit them from soliciting door-to-door without seeking prior approval from the (force support squadron commander)."
According to Tim Omdal, 21st Security Forces Squadron deputy director, if security forces are called or witness any solicitation they will respond and educate the offenders. If an active duty member is caught soliciting, security forces will notify his or her chain of command about the occurrence.
If organizations are interested in fundraising on-base, there is an option.
Organizations may submit a request through the 21st Force Support Squadron for permission to set up a booth at the base exchange, commissary or other areas on the installation that is "away from the workplace."
"We just want to send a friendly reminder to everyone to let them know that there is no soliciting in base housing," Sanchez said. She added this includes leaving flyers on residents' doors.
