Charles “Chip” Barclay has been a Foreign Service officer for over 26 years, serving in Europe, Latin America, Africa and Southeast Asia.   His most recent assignment, prior to coming to Managua, Nicaragua, was as Deputy Chief of Mission for the U.S. Interests Section, Havana, Cuba. 

Before his assignment in Cuba, he was Political Minister-Counselor in the U.S. Embassy in Mexico City.   Mr. Barclay has been a Public Affairs Officer in Malawi, Sarajevo and Kuala Lumpur, as well as Spokesman for the Bureau of Western Hemisphere Affairs in Washington.   He is married to Trudi Barclay and has a daughter living in Northern Virginia.
