The Hubert H Humphrey Fellowship Program

The United States Embassy in Georgia is pleased to announce the annual competition for the 2013-14 Hubert H. Humphrey Fellowship Program.  This program brings accomplished mid-career professionals with demonstrated leadership potential to the United States for a year of graduate-level, non-degree academic coursework and professional development activities.  By providing future leaders and policy makers with experience in U.S. society, culture, and professional fields, the program provides a basis for lasting, productive ties between Americans and their professional counterparts overseas.

A Fellow's professional development plan usually includes professional visits, conferences, and a professional affiliation, which must be at least six weeks in duration.  Early in the academic year, with assistance from the local campus coordinator and faculty advisors, each Fellow develops a plan for professional activities carefully geared to the Fellow's need for relevant, practical professional experience.

Selection

Appropriate candidates are mid-career professionals in leadership positions who have a commitment to public service and the potential for professional advancement.  Prospective Fellows should have a minimum of five years of full-time professional experience (prior to August 2013) in the relevant field, after completing a university degree, and should be interested in the policy aspects of their fields of specialization.  

Ineligible candidates include recent university graduates (even if they have significant positions); university teachers or academic researchers with no management responsibilities (except in the fields of Substance Abuse Education, Prevention and Treatment, and Teaching of English as a Foreign Language); individuals who have attended a graduate school in the United States for one academic year or more during the seven years prior to August 2013; and individuals with U.S. experience of any kind lasting more than six months during the five years prior to August 2013.  Individuals with dual U.S. citizenship or U.S. permanent resident status may not apply to the program, since they are ineligible for a J visa. 

Allowances

The Humphrey Fellowship provides international travel, tuition and university fees, accident/sickness insurance, monthly maintenance allowance, and funding for books and professional activities.  The Humphrey Program does not provide financial support for accompanying dependents.
    
Application Process

Interested applicants who meet the criteria as outlined above should complete an online application at http://apply.embark.com/student/humphrey/fellowship/   Applicants should upload two reference forms, a report on English proficiency, and supplementary documents such as transcripts, copies of diplomas and certificates.  We also require candidates to hand-deliver hard copies of the above- mentioned documents to the U.S. Embassy in Tbilisi, at 11 George Balanchine Street.
    
Shortlisted candidates will be asked to take the TOEFL exam in July 2012. U.S. Embassy will arrange the exam for semi-finalists.  Candidates should be proficient in both written and spoken English and should
normally have a minimum TOEFL score of 525 (paper-based) or 71 (internet-based).

The submission deadline for the online application is June 18, 2012.

The Hubert H. Humphrey Fellowship Program's primary sponsor is the United States Department of State. The Program is administered under a cooperative agreement with the Institute of International Education (IIE).  These two agencies work in partnership with a network of universities which are competitively selected to host Fellows.  The recruitment for the Humphrey Fellowship Program is done by the U.S. Embassy in Georgia.
