MISSION:
Provide Team Beale with essential legal advice, training and support enabling commanders to maintain a mission-ready, disciplined force, ready to provide persistent, relevant and timely high-altitude intelligence, surveillance, and reconnaissance products.

LEGAL SERVICES:

The Law Center provides professional legal support and advice to command and other staff agencies on a variety of issues including military justice, contracts, labor, environmental and operations law. The Law Center also provides legal advice and assistance on personal and civil matters to active duty service members, members of the Guard (Title 10 status only), and Reserve members on active duty orders, retirees and their eligible dependents.

AIR FORCE LEGAL SERVICES:
The office of the Staff Judge Advocate, at 17801 Warren Shingle Blvd., providesmany legal services including wills, powers of attorney, notary services and general legal advice, assistance in filing claims for loss or damage to personal property (household goods claims) and state and federal income tax preparation.

The office provides legal assistance to active duty, their dependents and retirees. Licensed attorneys are available for advice and consultation on personal civil legal matters like landlord tenant issues, divorce, custody and consumer issues, In addition, there are helpful preventive law brochures available in the lobby to provide guidance on domestic relations, wills, consumer law and other legal topics. Wills are by appointment only. In order to schedule a will appointment you must visit https://aflegalassistance.law.af.mil and complete a will worksheet. You will be given a ticket number. Call in with your ticket number and your appointment will be scheduled. For Powers of Attorney you can also visit https://aflegalassistance.law.af.mil and complete a power of attorney worksheet. You will be given a ticket number that can be brought to any base legal office during normal business hours; your ticket number will pull up your power of attorney reducing your wait time. Walk-in legal assistance is available Mondays 1300-1400 and Wednesdays 1400-1500. Notary services are offered anytime Monday through Friday, 0800-1600.

Following a visit to the legal office, clients are encouraged to provide feedback concerning the professionalism and helpfulness of our legal staff. From the AF Legal Assistance website, click "Online Survey" and select the Beale (Base Level) Legal Office.

THE FOLLOWING ISSUES ARE STRICTLY PROHIBITED:
- Official matters in which the Air Force has an interest or is involved in the final resolution.
- Criminal issues under the Uniform Code of Military Justice (UCMJ), or any local, state or federal criminal law.
- Standards of ethical conduct issues.
- Law of Armed Conflict (LOAC) issues.
- Issues involving personal commercial enterprises (unless such advice is related to the Servicemembers Civil Relief Act [SCRA]).
- Legal issues or concerns raised on behalf of third parties, even if the third party is eligible for legal assistance.
- Drafting or reviewing real estate sale or closing documents, separation agreements or divorce decrees, and inter vivos (living) trusts. This limitation does not preclude a general review to identify potential problems for which the client may require more expert assistance or to protect a client from signing an unconscionable agreement.
- Private organizations (e.g., spouses clubs and squadron booster clubs) that have been chartered by appropriate authority to function on Air Force installations. Although prohibited from entering into an attorney-client relationship with private organizations, under the auspices of the Civil Law program Air Force attorneys may provide legal guidance and advice through the base private organizations monitor to ensure private organizations are properly chartered and comply with pertinent statutes and regulations.
- Representation of the client in a court or administrative proceeding.

Helpful preventive law brochures and other educational materials are available in the law center lobby and online to provide guidance on domestic relations, consumer law and many other legal topics.

The Military Justice and Adverse Actions divisions provide guidance to commanders in all phases of adverse administrative actions, nonjudicial punishments and courts-martial. Contact 634-2928 for assistance.

The Area Defense Counsel (ADC) program provides independent legal representation to military members suspected of an offense or facing adverse administrative actions. Contact the ADC at 634-2081 for assistance.

Beale's Sexual Assault Prevention & Response Office
The Department of Defense does not tolerate sexual assault and has implemented a comprehensive policy that reinforces a culture of prevention, response and accountability that ensures the safety, dignity and well-being of all members of the U.S. Armed Forces.

The Operations Law Division generally refers to legal rules applicable in actual military operations. It is normally defined as that body of domestic, foreign and international law that impacts the activities of U. S. Armed Forces in war and operations other than war.

Commanders must ensure their personnel are trained to comply with the Law of Armed Conflict (LOAC). All military personnel must accomplish this training every 24 months.

Claims for lost or damaged household goods, privately owned vehicles shipped at government expense and theft or vandalism of private property located on the installation may be filed with the claims office by accessing their website at https://claims.jag.af.mil. Two important things to keep in mind for household goods claims: noting the damage on the DD Form 1840/1840R (pink forms) and filing the DD Form 1840/1840R to the Air Force Claims Service Center website and/or directly with the carrier within 70 days of delivery. First, it is important to note the damages or loss on the DD Form 1840 at the time of delivery and unpacking. If loss or damage is discovered after the movers leave your home,
annotate the specified damage on the reverse side of the DD Form 1840 (DD
Form 1840R). File all copies of the DD Form 1840 and 1840R to the Air Force
Claims Service Center website and/or directly with the carrier within 70
days from the date of delivery. Failure to note damage/loss or to deliver
the forms within 70 days from the date of delivery may have adverse effects
on your claim. Although claimants have two years from the date of delivery
to file a claim for loss or damage at depreciated value through the Air
Force Claims Service Center, you only have 9 months to file with the carrier
through DTS to receive full replacement value for your loss.
