The following information is for persons who will apply for their passports and/or reports of birth at the U.S. Consulate General in Matamoros. For information on applying for a passport in the United States, please click here.

The Consulate General provides a wide range of citizenship services to Americans in our consular district.  All services require that you personally appear in our offices. To set up an appointment for any of the services listed below, click here.

Please be aware that the U.S. Consulate in Matamoros also requires applicants born in the United States to bring the long, detailed version of their U.S. birth certificate. Applicants for reports of birth should also bring pre-natal care records and the child’s certificate of live birth given by the clinic or hospital where the child applicant was born. Documents to be presented to obtain a consular report of birth abroad for a child born in México to U.S. Citizen Parent(s). 

Hours:  9:00 a.m. - 12:00 p.m.; 1:30 p.m. - 3:30 p.m.

Monday - Friday (excluding U.S. & Mexican holidays)

Please do not bring any electronic devices such as cell phones, PDAs, Blackberries, etc. to your appointment.

The United States Embassy and its consulates within Mexico have their own corresponding consular district.  The United States Consulate General in Matamoros only accepts Consular Reports of Birth Abroad applications for residents of our consular district in the state of Tamaulipas.  Applicants living in Altamira, Ciudad Madero and Tampico must apply at the United States Embassy in Mexico City.

In certain cases, additional documents need to be presented other than the ones listed below.

•  As a first step, please proceed to make your appointment by internet:

•  Parents and children under 18 years of age must apply in person.

•  Applicant’s original Mexican birth certificate (a provisional copy cannot be accepted).

•  Applicant’s original Mexican birth registration certificate.

•  Applicant’s “Certificado de Nacido Vivo” (“Certificate of Live Birth”; this document is given by the clinic or hospital where child was born).

•  Two identical U.S. passport-size photographs of the applicant are required.  They must be 2 x 2 inches (5 x 5 centimeters) and in color with a white background.  They should be taken in normal street attire, facing forward with eyes open.  The photos must have been taken within the last six months.

•  Proof of U.S. parent's citizenship.  Please provide one of the following documents for one or both parents: (1) original U.S. birth certificate (long detailed form) and if available a U.S. passport, (2) original Certificate of Citizenship or Naturalization, or (3) original Consular Report of Birth Abroad; Abstracts, short forms or mutilated certificates cannot be accepted.

•  Non-U.S. citizen parent’s original Mexican birth certificate.

•  Both parent’s current and valid government issued ID with photo (e.g., driver's license, state issued ID card, Mexican voting registration card, Mexican passport, school ID, etc.).

•  If parents are married, please provide an original or certified copy of the marriage certificate.  If the parents are not married, please provide proof of the existence of the relationship (e.g., personal letters and cards, dated photographs, telephone bills, etc.).

•  Prenatal documents from the mother (e.g., ultrasounds, prescriptions, evidence of doctor visits, hospital invoice, etc.).

•  Documents from the hospital where the child was born (e.g., hospital certificate of birth, hospital bill/invoice, vaccination card, identification bracelet, etc.).

•  If only one of the parents is a U.S. citizen, provide proof of the parent's physical presence in the United States. Please bring sufficient evidence of school transcripts, employment records, income tax returns from previous years, social security earning statements or any other evidence which shows that the U.S. citizen parent has lived in the United States.

VERY IMPORTANT: PLEASE BRING ORIGINALS AND ONE SET OF PHOTOCOPIES OF EACH DOCUMENT.

Documents to be presented to obtain a U.S. Passport or PassCard

Hours: 9:00 a.m. – 12:00 p.m.; 1:30 p.m. – 3:30 p.m.
Monday – Friday (excluding U.S. & Mexican holidays)

  • You must apply in person.
  • Proof of applicant’s U.S. citizenship.  Please provide one of the following documents: (1) original U.S. birth certificate (long detailed version), (2) original Certificate of Citizenship or Naturalization, or (3) original Consular Report of Birth Abroad.  Abstracts, short forms or mutilated certificates cannot be accepted.
  • Applicant’s current and valid photo identification (e.g., driver’s license, government issued ID with photo, school ID, etc.).
  • Social Security number.  All applicants who have a social security number must list it on the application form.
  • If applicant is 16 to 17 years of age, one parent must accompany the applicant, and the parent must bring his or her birth certificate and a current and valid government issued ID with photo (if the parent has a laser visa, he or she must bring it).
  • One U.S. passport size photograph is required at the time of application.  It must be 2 x 2 inches (5 x 5 centimeters) and in color with a white background. It should be taken in normal  street attire, facing forward. The photo must have been taken within the last six months.


VERY IMPORTANT: PLEASE BRING ORIGINALS AND ONE SET OF PHOTOCOPIES OF EACH DOCUMENT. 

FOR MINORS UNDER THE AGE OF 16 

In addition to the requirements listed above minors need to bring:

  • Minors under the age of 16 must apply in person and be accompanied by both parents.
  • Hospital documents from the U.S. where the applicant was born (e.g., hospital certificate, bracelet, hospital bills, Medicaid receipts- if applicable, immunization card, etc.).
  • School documents (e.g., report cards from school, group photos from school, and photo IDs).
  • Parent’s birth certificates, and current and valid government issued IDs with photo (if the parents have a laser visa, they must bring it).
  • Other documents if required.

The fees for adults, 10 year validity: 

  • Passport ONLY: $135.00 USD
  • Passport Card ONLY: $55.00 USD
  • Card and Passport: $165.00 USD

Children under 16 years of age, 5 year validity: 

  • Passport ONLY: $105.00 USD
  • Passport Card ONLY: $40.00 USD
  • Card and Passport: $120.00 USD

By law, the passport fees are non-refundable (we accept cash in U.S. dollars, Visa, MasterCard, Discover and American Express).
