A native of Tulsa, Oklahoma, Lieutenant Stallings enlisted in the Navy in January of 1987 and completed boot camp at Recruit Training Command, Great Lakes, Illinois. His enlisted service included eight years active duty and three years reserve duty as an Aviation Electronics Technician. He served with Patrol Squadron Thirty (VP-30), Patrol Squadron Forty-Nine (VP-49), Patrol Squadron Ninety-Four (VP-94) and has been deployed to Rota, Spain, Sigonella, Sicily, Suda Bay, Crete, Jeddah, Saudi Arabia, Keflavik, Iceland, and San Salvador, El Salvador as well as detached to numerous other locations around the world. He has participated in Operation Desert Shield/Desert Storm, Operation Iraqi Freedom, Operation Enduring Freedom, SOUTHCOM Counterdrug and Counter Narcoterrorism operations and the Global War on Terrorism.

After his honorable discharge, Lieutenant Stallings attended Millsaps College in Jackson, Mississippi graduating Magna Cum Laude with Honors and was inducted into the Phi Beta Kappa National Honor Society. He conducted his theological training at Reformed Theological Seminary in Jackson, Mississippi before becoming an ordained Reformed Baptist minister. Stallings holds an Associate of Arts in Literature, an Associate of Applied Science in Computer Science, a Bachelor of Arts in English, a Bachelor of Arts in Spanish, and a Master of Divinity in Theology. He is endorsed by the Evangelical Church Alliance for military chaplaincy and returned to military service in August 2009 as a commissioned officer in the United States Navy Chaplain Corps.

From November 2009-November 2010, Lieutenant Stallings served as the Command Chaplain for Combined Arms Training Center, MCB Camp Fuji, Japan. He is now serving as the Battalion Chaplain for 2nd Battalion, 7th Marine Regiment, 1st Marine Division in Twentynine Palms, California. His awards include the Enlisted Aviation Warfare Specialist Device, Naval Aircrew Qualification Device, Navy and Marine Corps Commendation Medal, Navy and Marine Corps Achievement Medal, Joint Meritorious Unit Award, Navy Meritorious Unit Commendation (2), Good Conduct Award (2), Naval Reserve Meritorious Service Medal, National Defense Service Medal (2), Southwest Asia Service Medal, Global War on Terrorism Service Medal, Navy Sea Service Deployment Ribbon (4), Navy and Marine Corps Overseas Service Ribbon (3), Coast Guard Special Operations Service Ribbon, Armed Forces Reserve Medal, Kuwait Liberation Medal (Saudi), Kuwait Liberation Medal (Kuwait), Navy Rifle Expert Marksman Medal, and Navy Pistol Expert Marksman Medal.
