Administrative Assistant to the Secretary of the Army


In March 2006 Ms. Joyce E. Morrow was selected to serve as the Administrative Assistant to the Secretary of the Army. In this position she is the principal advisor to the Secretary for all administrative matters; executes an annual budget of more than $10 billion, including overseas contingency operations funding, in support of critical Army programs; and leads a workforce of over 2,300 civilian, military, and contractor personnel who provide a broad spectrum of executive services, operations support, and business activities to customers in the Army and Department of Defense communities. These services include Armywide publishing and printing, facilities management, air and ground transportation, security and safety, records management, heraldry, audiovisual services, and Pentagon information technology. Ms. Morrow also executes the Civilian Aides to the Secretary of the Army program and is liaison for the Civilian Marksmanship Program.

In May 2009 the Secretary of the Army named Ms. Morrow the Acting Deputy Under Secretary of the Army. In addition to her regular duties, she carried out the duties and responsibilities of the Deputy Under Secretary until January 2011.

Ms. Morrow began her Federal career in 1980 as an auditor trainee with U.S. Army Audit Agency, where she held a variety of auditor and management positions in the agency’s field offices and Operations Center. In January 1999 she was selected for the Senior Executive Service and continued to serve Army Audit Agency as the Deputy Auditor General for Policy and Operations Management and Deputy Auditor General for Forces and Financial Management before her appointment as The Auditor General of the Army in July 2004. In that capacity, she managed the worldwide operations of Army Audit Agency and its mission to provide objective and independent auditing services for the Army. She also oversaw audit policy, training, followup, and liaison with external audit organizations.

Ms. Morrow has a bachelor’s degree in business administration and a master’s degree in public administration from Shippensburg University, and she is a 1999 graduate of the U.S. Army War College. A Certified Public Accountant, Ms. Morrow is a member of the American Institute of Certified Public Accountants, the Association of the U.S. Army, and the Senior Executives Association.

Ms. Morrow has received many performance awards throughout her career. Her honorary awards include the Commander’s Award for Civilian Service, the Superior Civilian Service Award, a Meritorious Civilian Service Award, and the Decoration for Exceptional Civilian Service Award. She has twice received the Presidential Rank Award: as a Meritorious Executive in 2004 and as a Distinguished Executive in 2008.
