Report an AML Emergency
Borehole Video System
The Federal Reclamation Program Division (FRPD) is responsible for supporting implementation of state and tribal AML programs. FRPD staff:
- Provide advice to state or tribal AML programs on problem mining-relatedness, emergency and high-priority AML project design options and construction techniques;
- Administer high-priority AML projects selected under mandatory funding where states (such as Georgia, Massachusetts, Michigan, North Carolina, and Rhode Island) or tribes do not operate AML programs;
- Design and implement projects in Federal program states funded by federal civil penalties collected from operators
- Carry out projects funded from bonds forfeited by operators of federally-permitted sites
- Monitor watershed cooperative agreement projects
The program addresses environmental and public safety hazards that arise from coal mining that occurred prior to May 3, 1977 (the passage of SMCRA). These AML problem types range from landslides, mine subsidence, refuse fires, mine fires, rockfalls, dangerous highwalls and mine openings, mine drainage issues and mine blowouts. FRPD also administers high priority AML projects in Georgia, Massachusetts, Michigan, North Carolina, and Rhode Island. FRPD is also charged with contracting support for all of OSM and property management services (including fleet management) for the Appalachian Regional Office (ARO).
FRPD also does the following:
- Provides borehole cameral services
- Provides mine gas detection and monitoring services
- Teaches technical training classes
- Provides mail services for the ARO
- Manages supplies for the ARO
