The United States has supported the pursuit of criminal accountability for the most serious violations of international humanitarian law during the 1994 Rwandan genocide. Several of the key perpetrators of the genocide who have been indicted by the International Criminal Tribunal for Rwanda (ICTR) remain at large. In an effort to capture these men, the U.S. recently relaunched its Rewards for Justice program for ICTR fugitives. This program offers up to $5 million for information leading to the arrest or conviction of ICTR indictees.
The U.S. continues to support the International Criminal Tribunal for the Former Yugoslavia (ICTY), which was established to prosecute individuals for serious violations of international humanitarian law committed in the former Yugoslavia since 1991. Several persons indicted by the ICTY for war crimes remain at large. The U.S. War Crimes Rewards for Justice Program offers up to $5 million for information leading to the detention of these fugitives.
