This position is Director, Global Systems Division (GSD), Earth System Research Laboratory (ESRL), Office of Oceanic and Atmospheric Research (OAR), National Oceanic and Atmospheric Administration (NOAA). GSD is responsible for improving the transfer of technological developments in atmospheric and oceanic research to the nation's operational atmospheric and oceanic services by conducting a program to integrate, evaluate, and apply developments to information and forecast systems. The position is scientific in nature and requires impartiality, or the public's confidence in impartiality, of its incumbent. It also involves day-to-day administrative operations without responsibility for or substantial involvement in the determination or public advocacy of the major controversial policies of the Administration. The Director serves as a spokesperson for GSD/ESRL/OAR/NOAA among top level scientists of other agencies in meetings leading to the identification of significant research projects and the establishment of objectives. He/she serves on committees that greatly influence the direction of scientific research. As an internationally recognized expert in atmospheric, oceanographic, or related sciences, opinions and technical positions of the incumbent contribute greatly toward the development of policies and programs within other agencies. In addition to technical program management, the incumbent may perform personal research. The incumbent is recognized nationally and internationally as authority and leader in his/her area of scientific expertise.

The Director GSD will:

  • Plan, organize, direct, coordinate and evaluate the operation of the Division, providing general guidance to scientific program managers; exploiting new and promising lines of research; appraising the progress of missions; administering resources in accordance with priorities; and authorizing and conducting negotiations with other agencies for compatible scientific investigations.
  • Manage and conduct research and development in sciences and systems to improve data integration and forecasting technologies utilizing advances in environmental monitoring, data integration, and analysis; in understanding of atmospheric and oceanic processes; and in numerical modeling.
  • Provide expert scientific and technical direction for the development, implementation, and management of an integrated, sound, and effective program that is responsive to identified national and agency needs for global weather and climate systems.
  • Review, analyze, and evaluate new and existing plans, programs, and proposals for research initiatives as submitted by project leaders within GSD.

To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications and Professional/Technical Qualifications listed above. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive business program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Education:

Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.Degree in meteorology, atmospheric science or other natural science major that included at least 24 semester hours inmeteorology/atmospheric sciences or a combination of education and experience, plus appropriate experience or additional education.

OR

Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Degree in meteorology, atmospheric science or other natural science major that included at least 24 semester hours in meteorology/atmospheric sciences or a combination of education and experience, plus appropriate experience or additional education.

HOW YOU WILL BE EVALUATED:

All applicants will be evaluated by a panel of senior managers to determine the degree to which they possess the mandatory executive core and professional/technical qualifications. To be rated and considered for this position, applicants are requested to fully describe their experience in each of the following five (5) Executive Core Qualifications (ECQs) and all of the Professional/Technical Qualifications (PTQs). When addressing the ECQ and PTQ requirements, please use the first person as you assess and describe your leadership qualifications. (e.g., [In 2009 I led XYZ organization] NOT [In 2009 Mr. Doe led the XYZ organization]). SES Executive Core Qualifications:

ECQ 1 - Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5- Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Professional/Technical Core Qualifications (PTQ):

PTQ 1 - In depth technical background and experience needed to address global systems, including information systems, assimilation and modeling systems, observing systems, high performance computing, communications, and data handling systems.

PTQ 2 - Broad understanding of the theory and current state of the art in a combination of disciplines (meteorology, oceanography, computer science, climate dynamics, mathematics and systems engineering, radar applications) to be able to conceive, design, direct, and evaluate theoretical and experimental geophysical research studies of a complex and large-scale nature. These studies must withstand the critical review of the scientific community and of management and contribute to NOAA's scientific mission of gaining increased understanding of Earth's environment. Research objectives must be established in such a fashion as to contribute to the scientific knowledge base as well as to meet NOAA's mission.

PTQ 3 - High Level competence in the physical sciences sufficient to perceive complex problems in broad perspective, to infuse ideas, and to participate meaningfully in discussion and evaluation of program areas in weather research and systems engineering. Incumbent must provide scientific leadership to the professional staff to elevate and encourage sound scientific and technical projects and eliminate weak ones. Incumbent must possess abroad scientific background to evaluate and direct all scientific and technical projects of the Division.

Background Investigation: This position is designated as critical sensitive and requires that a background investigation be conducted and favorably adjudicated for a secret clearance in order to establish eligibility.
