Rita Moss joined OPIC in February 2012 and serves as the Vice President of Human Resources, responsible for guiding strategic human capital initiatives and overseeing human resources operations.
Prior to joining OPIC, Ms. Moss served as the Managing Director of Human Resources and Administrative Services at the Millennium Challenge Corporation, setting direction for human capital programs, domestic and overseas human resources, and building and facility services.
Ms. Moss has served in the federal service for several years, including roles as the Director of Human Resources for Defense Media Activity; several human capital leadership roles at National Geospatial-Intelligence Agency; and Director of Human Resources at Appalachian Regional Commission. She started her public service journey as a Human Resources Specialist at the Bureau of Engraving and Printing, followed by the National Institute of Standards and Technology.
Ms. Moss is originally from Louisiana, but has lived in Maryland for the past 27 years. She attended the United States Naval Academy and holds a Bachelor of Science in Business Management from the University of Maryland and a Master of Science in Organization Development from Johns Hopkins University.
