Committees

Touching on his wide-ranging experience as a bank examiner, small businessman, and community banker, Blaine is a member of the House Financial Services Committee and is vice chair of the House Small Business Committee.

The House Financial Services Committee has jurisdiction over the nation’s financial services and housing sectors including banking, insurance, real estate, public and assisted housing, securities, and domestic and international monetary policy. The committee is responsible for reviewing the laws and programs of the Federal Reserve Bank, the Federal Deposit Insurance Corporation, Fannie Mae and Freddie Mac, the Department of Housing and Urban Development, the World Bank and the International Monetary Fund, among other federal government agencies.

The Subcommittee on Financial Institutions & Consumer Credit oversees all financial regulators including the Federal Deposit Insurance Corporation, the Federal Reserve Board of Governors, the National Credit Union Administration, and the Comptroller of the Currency. It also oversees all matters pertaining to consumer credit including the Bureau of Consumer Financial Protection, the Consumer Credit Protection Act, and overall access to financial services. The Subcommittee is also charged with overseeing the safety and soundness of the U.S. banking system.

Blaine has been named the vice chair of the Subcommittee on Housing and Insurance. The jurisdiction of the Subcommittee on Housing and Insurance handles matters related to public, affordable, and rural housing, Federal Housing Administration, National Flood Insurance Program, government-sponsored insurance programs, and other matters related to housing and urban development.

The House Small Business Subcommittees Blaine sits on are: Health and Technology and Agriculture, Energy and Trade.

The Subcommittee on Health and Technology addresses how healthcare policies may promote economic growth and job creation by small businesses. The Subcommittee oversees the implementation of the Patient Protection and Affordable Care Act; affordability of healthcare coverage for small businesses; oversight of general technology issues, including intellectual property policy; oversight of telecommunications policies including the National Broadband Plan; and the Small Business Innovation Research Program.

The jurisdiction of the Subcommittee on Agriculture, Energy and Trade handles oversight of agricultural policies; environmental issues and regulations (such as the EPA and Army Corps of Engineers); energy issues; international trade policy; and oversight of infringement of intellectual property rights by foreign competition.
