The GS-13 salary range starts at $89,033 per year and the GS-14 salary range starts at $105,211 if you meet the following specialized and basic qualification requirements. Applicants must meet the training, experience, and educational requirements listed in (A) & (B) below. Applicants may also qualify for this position if they meet the exception requirements described in (C) or the Waiver requirements listed in (D) below.
(A) Completion of all mandatory training prescribed by the head of GSA for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position to be filled, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
- Examples of specialized experience for the GS-13 grade level are contracting procurement experience and must have included: interpreting laws, regulations, principles and policies to generate new procurement concepts; and providing expert technical leadership, staff coordination and consultation in a functional area of procurement.
- Examples of specialized experience for the GS-14 grade level are experience in contracting or related positions and must have included: providing leadership and professional expertise in the interpretation and execution of contracting laws, regulations and policies; providing acquisition management oversight and professional guidance and assistance; and developing, recommending, and implementing changes to contracting policies and procedures.
(B) A 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. All academic degrees and coursework must be from accredited or pre-accredited institutions.
(C) Exceptions: Federal employees in GS-1102 positions will be considered to have met the standard for positions they occupied on 01/01/2000 and meet the specialized experience requirements. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
(D) Waiver: The senior procurement executive of GSA will only consider granting waiver requests for education and mandatory training. GSA Mandatory Training Courses These are the current mandatory training courses required by the General Services Administration to qualify for positions in the 1102 series at the GS-13 level and above. Acceptance of course equivalencies extend only to those courses recognized by the Federal Acquisition Institute (FAI). Information on FAI equivalent courses and training providers offering equivalent courses can be found on the FAI website at http://www.fai.gov/certification/specialist.asp. Please note: If you have a FAC-C Level II or III or a DAWIA level II or III certification, your training is fully qualifying for GSA's Mandatory Training requirement.

- Three elective courses (must be acquisition/procurement related)
If selected, you must meet the following conditions:
- Serve a one year probationary period (unless you have previously satisfied this requirement).
- Be able to make a direct deposit to a financial organization of your salary check.
- Complete a "Declaration of Federal Employment" (OF-306) to determine suitability for Federal employment.
- If you are not a current GSA employee, you must complete the Department of Homeland Security (DHS) Form I-9 to determine identity and employment (work status) eligibility. GSA will verify the information through the DHS e-Verify automated system. Any identified discrepancies must be resolved as a condition of continued employment.
- These positions may require occasional travel.
- If selected, you will be required to complete OGE Form 450, Confidential Financial Disclosure Report, to determine if a conflict or an appearance of a conflict exists between your financial interest and your prospective position with GSA.
- Undergo a background investigation and favorable adjudication. These positions have been designated as Public Trust Positions.
HOW YOU WILL BE EVALUATED:
The Category Rating procedure is being used to rate candidates. If you are found qualified for the position, your responses to the self assessment vacancy questions will be used to place you in one of the following categories: Qualified, Well Qualified, Best Qualified. Your responses to the vacancy questions must be supported by your resume or the Human Resources Specialist may adjust your responses lower. Within these categories, applicants eligible for veterans' preference will receive selection priority over non-veterans. Appropriate documentation must be received to adjudicate veterans' preference.

- Knowledge of a wide range of procurement methods, contract types, cost/price analytical methods, source selection criteria, protest procedures, dispute resolution, contract administration and termination processes, acquisition planning, management systems and other associated functions.
- Ability to plan and manage the development and implementation of policies, procedures and processes for COCD acquisition applications.
- Ability to review complicated, comprehensive procurement packages and identify all potential problem areas.
- Skill in applying experimental theories/contracting methods and new developments to problems not susceptible to treatment by accepted methods
- Ability to make decisions or recommendations significantly changing, interpreting, or developing important policies or programs.
- Knowledge of associated functions and specialties such as legal, financial, technical, information management, quality assurance, resource management, etc.
- Skill in oral and written communication to be able to: convey findings; develop a well written, quality procurement package; prepare, present and explain, complex and/or highly technical information; represent GSA in procurement matters with other specialists, agencies, attorneys, and at conferences.
- Skill in establishing and maintaining effective and productive interpersonal relationships with a wide range of colleagues.
- Ability to interface with personnel at the highest level oftentimes in confrontational situations.
