Public Act 05-149, "An Act Permitting Stem Cell Research and Banning the Cloning of Human Beings" (the Act), was approved by the General Assembly and signed by Governor M. Jodi Rell on June 15, 2005. The Act has subsequently been codified in Connecticut General Statutes §19a-32d through §19a-32g and 4-28e(c)(3). Passage of this legislation positioned Connecticut as just the third state in the nation in providing public funding in support of embryonic and human adult stem cell research. On November 21, 2006, $19.78 million was awarded for 21 stem cell research proposals.
Within the Department of Public Health, the Office of Research and Development is responsible for managing all aspects of this legislation, including working out committee appointments, conducting and coordinating internal and external meetings, and establishing and fostering collaborative relationships with members of the Connecticut Stem Cell Research Committee, advocates, and policy makers. One of the guiding and continuing principles of the Office of Research and Development is the commitment to transparency, and we are proud to offer this web page as an important vehicle in maintaining open and transparent lines of communication with residents of Connecticut and members of the national and international stem cell research community.
