John Espinoza
John Espinoza
Prior to his assignment to Adana, John served as Deputy Director of the Office of Caucasus Affairs and Regional Conflicts in the State Department’s European Bureau. In this capacity, he worked on the full range of issues related to Armenia, Azerbaijan, and Georgia. In 2008-2009 he was the chief civilian officer at U.S.-led Provincial Reconstruction Teams (PRT) in Kunar and Nuristan, Afghanistan. In that role he worked to build local governance capacities and assisted in administering more than $84 million dollars in wartime assistance.
In 2006-2008, he was posted to the U.S. Embassy in Paris as a political attaché working on counterterrorism cooperation, Russia, the Caucasus, and the Balkans. John was the Department of State’s “Transatlantic Diplomatic Fellow” in Paris from 2005-2006. During this time he served as an exchange diplomat at the French Ministry of Foreign Affairs where his portfolio included Russia, the Caucasus, Kosovo, and Belarus. From 2004-2005 John was the Special Assistant to Ambassador John D. Negroponte at the U.S. Embassy in Baghdad, and worked in 2004 as part of the transition team to reestablish bilateral relations and the U.S. Embassy in anticipation of transferring governing authority to a newly sovereign Iraqi government on June 28, 2004.
Mr. Espinoza has also held positions at the U.S. Mission to the United Nations in New York, and at the U.S. Embassies in Algiers and Athens.
Mr. Espinoza is a graduate of Bard College at Simon’s Rock in Great Barrington, Massachusetts and Trinity University, Texas. He is fluent in Turkish, French, and Greek.
In addition to exploring foreign cultures, Mr. Espinoza enjoys supporting many important causes including defending human rights, promoting environmental conservation, and encouraging the use of science and technology to improve standards of living across the globe.
