OVERVIEW

The Center for Personal and Professional Development (CPPD) is responsible for executing and administering Navy College Program for Afloat College Education (NCPACE).

NCPACE offers participating Sailors high quality learning opportunities and experiences from post secondary institutions accredited by an accrediting body recognized by the Department of Education. The objective of NCPACE is to provide shipboard personnel with educational opportunities comparable to those available to shore duty personnel. Tuition is funded 100%. Students are responsible for the cost of textbooks and related materials.

The Navy has contracted Central Texas College (CTC) to provide college courses on board naval vessels via Instructor-Led (IL) and Distance Learning (DL). NCPACE offers academic skills (shipboard only) and undergraduate/graduate courses. NCPACE IL is taught by resident instructors for ships with available berthing. NCPACE DL courses are provided to commands through CD-ROM, PDA or IPOD. All undergraduate courses are from institutions with Servicemembers Opportunity Colleges – Navy (SOCNAV) affiliation, ensuring Sailors the opportunity to transfer credits and complete degrees.


ELIGIBILITY

  • Personnel assigned to US Naval vessels and commands with sea duty Unit Identification Code (UIC) of type 2 or 4.
  • U.S. Navy personnel permanently assigned to those commands including U.S. Marine Corps personnel assigned as ship’s company are eligible to participate in NCPACE.
  • Navy personnel on temporary assignment to the command participating in NCPACE are eligible to participate as long as they have sufficient time to complete course work while assigned to the command.
  • Embarked Marines on a naval vessel may participate in Instructor Led courses on a space available basis after the 10 Navy minimum enrollments have been met.
  • All active duty personnel assigned to U.S. naval Ships (USNS) under the cognizance of the Military Sealift Command (MSC) are eligible to participate as long as minimum enrollments are met.
  • Ships in a non-deployable status (major ships overhaul, etc., for six months or more) must request a waiver to participate in NCPACE while in that status. Send waiver request to NCPACE Coordinator.
  • Ships moored within a shipyard must be able to provide instructor berthing and messing facilities throughout the duration of the term dates to be eligible to participate in IL NCPACE. If berthing/messing is not available on board or becomes unavailable after courses begin, the requesting command must provide the instructor(s) messing/berthing equal to that provided to officers crewmembers and will be at the command’s expense.
