There may be an easier way to use this data!
MSHA now offers data sets through its Open Government data initiative. The information provided is the same, but in a more user friendly fashion, complete with data descriptions. Please take a look at MSHA's Open Government data sets..

The Master Index file contains all mine identification numbers issued for mines active or opened since 1971. In the past we have provided you three files which you needed to copy, rename, and join to create one self-extracting file. As this was both confusing, and a big waste of time, we are going to provide you with one file that is self-extracting. The master file is name MIF.exe. Just copy this to the directory of your choice and then use a file manager and double click on the file name or go to the DOS prompt and type MIF. This will expand this file and provide you all the data you received before. The new master index file (MIF.exe) will expand to approximately 36+ megabytes. Nothing else has changed.
