Report Birth Abroad
Transmitting American citizenship to a child is answering the following basic questions:
- Were you or did you become an American citizen before or at the time your child was born?
- Have you lived five (5) years in the United States before the birth of your child?
- Are you able to demonstrate it? For applicants born on or after November 14, 1986, the U.S. citizen parent must show that, prior to the birth of the applicant, he/she was physically present in the United States for five 5 years, at least two (2) of which were after reaching the age of 14.
***This question does not come into effect when both parents are U.S. citizens***
***Unwed American citizen mothers need to only prove 1 year of continuous physical presence in the U.S. prior to the birth of the child***
If you’ve answered YES to the questions above, please proceed. If you’ve answered NO to one of the questions above, please contact us for further explanations.
After reading the statements above, and you think you qualify for transmission of citizenship, please fill out the enclosed applications completely and correctly without signing them. You will sign the applications under oath, before a consular officer. Also gather the requested documents:
- birth certificate (extract is required when the child is two (2) years old and over),
- marriage certificate (if parents are married to each other—extract is required when the marriage is over two (2) years old),
- divorce decree (if either one of the parents was married), death certificate (if it applies to show manner of previous marriage termination or to prove other parents’ missing signature),
- Valid IDs for both parents (passports preferable),
- Two (2) passport photos for the child.
- Five (5) years proof of physical presence in the United States before the birth of the child and the supporting evidence include but is not limited to old passports, official school transcripts (not diplomas), Social security statements, military records, medical records, leases, pay stubs, receipts, monthly utility account statements, and Income Tax Returns-with W2s attached.

Once you have completed the applications below and gathered all your documents, you will need to call 509-2229-8000 on weekdays between the hours of 1:00pm to 3:00pm or send an email to acspap@state.gov in order to schedule your appointment for verification.
On your first appointment, please bring all your original documents, the completed applications, and $205.00USD (cash or credit card). The time you will spend in the waiting room for that purpose will solely depend on how ready you are. Your interview appointment with the consular officer will then be scheduled for you, the child, and the other parent at a later date.
After your interview with the consular officer, if you were not asked to bring additional documents, your child’s certificate of Consular Report of Birth Abroad and passport should be completed and ready for pick up within four (4) weeks from the time the application is adjudicated. You will be requested to pay an additional fee of USD $10.00 / USD $15.00 for the delivery of your child’s documents.
