Partnerships with Federal Councils

In order to meet the future challenges of the Federal Government and public service, the Presidential Management Fellows (PMF) Program provides a continuous source of the brightest men and women with advanced degrees. Federal Councils consist of collaborating officials from various Federal Agencies, who operate with the mission and vision to support and improve processes government-wide. PMF Finalists who come from a variety of academic disciplines and have a clear interest in, and commitment to, excellence in the leadership and management of public policies and programs, make ideal candidates for these Federal Councils.

Chief Financial Officers (CFO) Council

The Chief Financial Officers Council was established under the provisions of the CFO Act of 1990 to "advise and coordinate the activities of the agencies of its members on such matters as consolidation and modernization of financial systems, improved quality of financial information, financial data and information standards, internal controls, legislation affecting financial operations and organizations, and any other financial management matter." CFOs and Deputy CFOs of the largest Federal Agencies along with senior officials from the Office of Management and Budget (OMB) and the U.S. Department of the Treasury collaborate together, in order to improve financial management across the board in the Federal Government. You can find more information on the CFO Council at http://cfoc.gov.

Chief Acquisitions Officers (CAO) Council

The Chief Acquisition Officers Council was established pursuant to Section 16 of the Office of Federal Procurement Policy Act, as amended, 41 USC 403, et seq. The Council is made up of acquisition professionals in the Executive Branch with the purpose of providing a senior level forum for monitoring and improving the Federal acquisition system. You can find more information regarding the CAO Council at http://caoc.gov.

Chief Information Officers (CIO) Council

The Chief Information Officers Council (CIOC), working in partnership with OPM's Presidential Management Fellows (PMF) Program Office, has launched the Technology Fellows Program to increase the Federal Government's pool of qualified IT professionals. This program supports Point 11 of the IT Reform Plan calling for the government to build a sustainable pipeline of emerging talent for Federal IT.

As part of the PMF Program, Technology Fellows will serve a two-year appointment aligned with the PMF policies and guidelines. In addition, Technology Fellows will experience working on complex problems within the Federal IT portfolio. You can find more information on the CIO Council at http://www.cio.gov and Technology Fellows Program at https://cio.gov/technology-fellows-program/.  This program will select from the PMF Program's Finalists' pool. Interested and eligible applicants would first apply to the PMF Program, obtain Finalist' status, and then become potentially eligible for hire in the CIOC's Technology Fellows Program.

More to Come

We are presently working with the above Councils to identify and promote PMF positions within each Council. Councils will work with their members, Agencies, and Agency PMF Coordinators to identify PMF positions and post to the Projected Positions System (PPS), when and where available. We are looking to expand this effort to other Federal Councils, as well.
