Military Pay Policy Section

MISSION

The Military Pay (MilPay) Policy Section supports the USAREUR G1 mission as it conducts daily and recurring operations in support of Service members and their families. MilPay provides direct oversight of OCONUS station allowances and financial technical advice/assistance throughout the command. MilPay is responsible for the revision of FM regulations, and for managing all aspects related to OCONUS Allowances surveys, Temporary Lodging Allowance extensions, and requests for Secretarial Exceptions to Policy for continued pay and allowances.

PRIMARY FUNCTIONS

  • Coordinate the revision or amendments of Army in Europe Financial Management regulations, Army, Department of Defense, and Joint pay related regulations and policies.
  • Review and adjudicate on all USAREUR, USAFE, and USNAVEUR TLA extension requests, e.g., TLA extensions in excess of 60-days (Incoming) and 10-days (Outgoing).
  • Review and endorse requests for Secretarial exception to policy for military pay entitlements pertaining to Basic Allowance for Housing (BAH), Cost of Living Allowance (COLA), and Overseas Housing Allowance (OHA).
  • Serve as Germany Country Allowance Coordinator responsible for conducting OCONUS Allowances surveys (e.g., COLA Living Pattern Survey, COLA Retail Price Schedule, OHA Utilities and Maintenance, OHA Move-In Housing Allowance (MIHA), etc).
  • Conduct training for Locality Allowance Coordinators assigned throughout Germany.
  • Serve as technical expert in support of USAREUR programs (e.g., AFAP), and provide financial technical assistance to Soldiers, commanders, Finance and IG personnel throughout the command.
  • Serve as primary Defense Travel System (DTS) TDY approval for the Branch (MPPB), and as alternate for most G1 personnel (when required).
  • Provide Finance specific training to Brigade and Battalion S-1 personnel through Staff Assistance Visits or as part of the USAREUR G1 Human Resource Management Sustainment Training (HRMST) effort.
  • Provide oversight of the Personnel Readiness Improvement and Development (PRIDE) Team which is responsible for training Bde/Bn S1s on HR and FI functions and processes as part of the HRMST.
  • Perform duties as the USAREUR 2012 Combined Federal Campaign Component Manager.
